Budget Modification No. 28 to Cover Animal Shelter Services Costs

REPORT IN BRIEF

Staff recommends that Council approve Budget Modification No. 28 to appropriate $278,039 in project operating expenses from Project 821650, Animal Shelter Services, to Program 453, Animal Control Services, to fully fund the animal shelter and administration contract with the Silicon Valley Animal Control Authority (SVACA).

BACKGROUND

Prior to July 1, 2001, the City of Sunnyvale, along with many cities in Santa Clara County, contracted directly with the Humane Society of Santa Clara Valley for animal shelter services. Funds totaling approximately $168,000 were previously budgeted in the current fiscal year in Program 453, Animal Control Services, to cover this contractual obligation.

Since July 1, 2001, Sunnyvale has contributed quarterly payments to the Silicon Valley Animal Control Authority (SVACA) for the provision of this service, as part of our participation in the 7-city Joint Powers Authority (JPA) with SVACA. Until the new SVACA animal shelter is constructed, but in all likelihood not later than June 30, 2003, the Humane Society will continue to provide animal shelter services to the JPA cities through a contract with SVACA.

During the FY 2001/2002 budget process, Council approved Project 821650, Animal Field and Shelter Services. Council recognized with its approval of the project that SVACA shelter costs would be significantly higher with the city’s participation in the JPA (part of the increase goes toward JPA administrative services as well). At that time it was estimated that operational costs associated with SVACA shelter services would begin in FY 2002/2003, as it is customary to begin operating costs when the project is scheduled to end.

Staff inadvertently budgeted project operating costs to begin in FY 2002/2003, and realized after budget adoption that a portion of these funds would be needed in FY 2001/2002 to supplement the budgeted contract amount of $167,920 in Program 453 with $278,039 for shelter and administration costs paid to SVACA. This Budget Modification also adds previously unbudgeted funds in the amount of $6,720 to cover the FY 2001/2002 costs associated with wild animal services provided by the Wildlife Center of Silicon Valley. Beginning in FY 2002/2003, these costs will be handled through SVACA, and included in their operating budget.

FISCAL IMPACT

Beginning in FY 2002/2003 all operating costs associated with animal shelter services will be located in Program 453, and will no longer be represented in Project 821650.

ALTERNATIVES

  1. Approve Budget Modification No. 28 by moving a portion of previously budgeted FY 2002/2003 operating costs from Project 821650 into Animal Control Services Program 453 in FY 2001/2002 to offset an increase in shelter services costs.
  2. Do not approve moving Project 821650 funds to Program 453.
