Award of Bid No. F0202-46 for Kifer Road Sewage Pump Station Improvements and Budget Modification No. 29 (RTC#02-168)

REPORT IN BRIEF

Approval is requested for the award of a contract to HR Electric and Engineering of Mountain View for Pump Station Improvements on Kifer Road between Corvin Drive and Calabazas Creek for the Department of Public Works Project Administration Division (Project #UY-97/01-98). Approval is also requested for Budget Modification No. 29 for additional funding in the amount of $65,144 for this project.

BACKGROUND

This project consists of the construction and installation of a new sewage submersible pump station to replace an existing pump station.

This pump station, known as the Kifer Lift Station, was constructed in 1962. The existing station, which is adjacent to Calabazas Creek, is prone to flooding and has outlived its useful life. The existing pumps are in a dry pit approximately 25 feet below the road surface, and periodic flooding has resulted in damage to the pumps and electrical controls.

DISCUSSION

Bid specifications were prepared by Public Works and Purchasing staff. The Notice Inviting Bids was published in The Sun on March 13, 2002; and the bid package was distributed to Bay Area Builders Exchanges, posted on the City's Internet site and broadcast to potential contractors through the DemandStar by Onvia public procurement network. Fifteen contractors requested bid packages.

Sealed bids were received and publicly opened on April 10, 2002. Three responsive bids were received.

Staff recommends acceptance of the bid from HR Electric and Engineering, the lowest responsive and responsible bidder.

A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

The adopted FY 2001/2002 budget currently has funds available in the Wastewater Management Fund in the amount of $340,493 for the project. However, an additional $65,144 is needed to fully fund the project. Staff has evaluated the existing project budget for the Borregas Sanitary Trunk Sewer Replacement and has determined that current funds for this project can be transferred to fund the Kifer Lift Station project without detriment to the Borregas project, since work is not expected to start in the current year. The recommended FY 2002/2003 Budget proposes $425,000 for the Borregas project and approximately $5.2 million over the following two years. Staff believes that this funding is sufficient.

Therefore, staff is recommending Budget Modification 29 for $65,144 to increase the project budget to meet the needed additional funds.

RECOMMENDATION

It is recommended that Council:

1.

Award a contract in the amount of $315,000 to HR Electric and Engineering of Mountain View for the Kifer Lift Station Improvement Project;

2.

Approve a construction contingency in the amount of $47,250 (15% of construction cost); and

3.

Approve Budget Modification No. 29 as described in the report.
