Increase in Authorized Expenditures and Amendment of Existing Contract for Preparation of the Moffett Park Specific Plan (F0205-68)(RTC#02-194)

REPORT IN BRIEF

Approval is requested to increase expenditures and amend an existing contract with RBF Consulting of San Jose for the preparation of a Specific Plan and Environmental Impact Report for Moffett Park. This contract amendment, which includes additional expenditures, is required to comply with Council’s request for the development of additional EIR alternatives, impact analysis, and associated revisions to the project’s original scope of work.

BACKGROUND

In February 2001, Council awarded a contract in the amount of $274,756 to RBF Consulting for the preparation of a Specific Plan and Environmental Impact Report (EIR) for Moffett Park. The project was originally slated for completion by October 2001.

From March to June 2001, staff and RBF Consulting held a series of outreach meetings with stakeholders from Moffett Park in order to generate preliminary development alternatives. These alternatives were reviewed at a Joint City Council/Planning Commission Study Session on June 12, 2001. Council provided input regarding the alternatives noted, and the consensus was to support the preferred alternative of the majority of the Moffett Park stakeholders.

On August 7, 2001, at a second Joint Study Session, staff presented preliminary impact information related to the identified development alternatives and the preferred alternative. In response to this information, Council requested that staff develop additional less intensive alternatives for consideration in the Specific Plan, conduct additional public outreach, and provide additional information related to each alternative’s impact.

 On November 27, 2001, at a third Joint Study Session, staff presented additional alternatives for consideration, noted preliminary housing and traffic impacts of each alternative, described how staff had facilitated additional outreach with the Moffett Park stakeholders, and noted that it would continue to work on the project well into 2002.

On January 15, 2002, Council was informed by the Director of Community Development that staff would be requesting amendment of the RBF Consulting contract, including additional expenditures, to complete the project as directed by Council.

DISCUSSION

The requested contract amendment and additional expenditures in the amount of $81,955 are necessary for the additional tasks requested by Council and completion of the Moffett Park Specific Plan.

Among the required additional tasks are the preparation of less intensive development alternatives, additional environmental impact analysis, additional traffic analysis, and associated revisions required to the project’s scope of work.

RBF Consulting has been responsive to the need to complete this project as expeditiously as possible, given the revised scope of work and time schedule, and completed some additional work for the three Study Sessions. The requested contract amendment will formally authorize payment to RBF Consulting for services already rendered and will allow completion of the project.

FISCAL IMPACT

Total additional cost to the City is $81,955, making a total contract amount of $356,711. Funds are available in Capital Project No. 821710 - Moffett Park Specific Plan.

RECOMMENDATION

It is recommended that the Council amend an existing contract with RBF Consulting and authorize additional expenditures in the amount of $81,955.
