| SUBJECT: | Amendments to the Classification Plan and Salary Resolution: GOLF SERVICES ASSISTANT |
REPORT IN BRIEF
This report recommends amending the Classification Plan and Salary Resolution to include the newly developed classification of regular part-time Golf Services Assistant.
DISCUSSION
This classification is part of the new Golf Classification series which have been created to meet the needs of the Golf Division of the Parks and Recreation Department. Almost three years ago, the City licensee for golf services went out of business permanently, and the Golf Division has utilized temporary agency staff to provide the required services. During this period, Parks and Recreation staff have gathered data, examined customer services and closely monitored revenue/expense performance. Additional information was solicited from six nearby cities and six major corporations that operate/manage golf services/courses/driving ranges to determine what the return to the city is in each case. As a result of evaluating these studies, staff concluded that Sunnyvale’s self-operation of all golf services and operations functions through the use of City staff would provide the City with the best opportunity for increased revenues and the greatest control over the quality of services provided to City golfers. The creation of this classification along with the new Golf Classification series will assist Golf Division management in focusing on the implementation of the self-operation of the City’s golf services.
The Golf Services Assistant is a regular part-time position and will focus on providing customer service support in the various golf shops during peak hours throughout the year. The work schedule for this position may vary depending on operational needs (e.g. changing start times to cover extended hours in the summer). The base schedule can range between 21–30 hours per week and includes paid time off (holidays, sick leave, etc.).
FISCAL IMPACT
There will be no fiscal impact to the City, since these positions are included in the current budget and will be incorporated into subsequent budgets.
ASSIGNMENT OF SALARY RANGES
The salaries for the Golf Services Assistant was based on pay rates for similar golf industry positions in the local labor market, which yielded the following salary range:

RECOMMENDATION
Staff recommends Alternative 1 above, approval of amendments to include the new classifications into the City’s Classification Plan and Salary Resolution.
