SUBJECT: RESOLUTION AUTHORIZING CERTAIN INDIVIDUALS TO EXECUTE DOCUMENTS FOR FINANCIAL ASSISTANCE FOR DISASTER RELIEF

REPORT IN BRIEF

Existing Council Resolution 120-01 authorizes certain City staff to execute documents for obtaining financial assistance following a disaster under the Federal Civil Defense Act, the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988 (PL 100-707), and the Natural Disaster Assistance Act (NDAA). Due to staffing changes it is necessary to update the existing Resolution. The proposed Resolution attached hereto will rescind Resolution 120-01 and designate the appropriate signatories.

BACKGROUND

In order to apply for financial assistance following a disaster, the following staff persons must be designated to execute documents on behalf of the City: City Manager, Directors of Finance and Public Safety, Public Safety Captain II, and Emergency Preparedness Coordinator. These positions are authorized to file for financial assistance with the State Office of Emergency Services and the Federal Emergency Management Agency. The Emergency Preparedness Unit is the work group responsible for preparing financial assistance forms.

DISCUSSION

This Resolution updates and supercedes Resolution 157-98 and designates the appropriate City of Sunnyvale staff to execute documents in application of financial assistance following a disaster.

None.

PUBLIC CONTACT

Public contact was made through posting of the Council agenda on the city's official notice bulletin board, posting of the agenda and report on the city's web page, publication of the Council agenda in the San Jose Mercury News, and the availability of the report in the Library and the City Clerk's Office.

ALTERNATIVES

  1. Council rescind Resolution 120-01 and approve the proposed Resolution designating the appropriate staff signatories to apply for financial assistance following a disaster.

  2. Council not approve the updated Resolution.

  3. Council direct staff to conduct further study.

RECOMMENDATION

Alternative 1, approve the Resolution.
