SUBJECT: AMENDMENT TO THE CLASSIFICATION PLAN AND SALARY RESOLUTION: Business Liaison, Career Advisor, Senior workforce services representative, workforce services representative, Graphic Artist, Workforce Development Analyst

REPORT IN BRIEF

This report recommends amending the Classification Plan and Salary Resolution to include three(3) newly developed classifications, and to update the job classification title for one(1) classification and to effect a salary change for one(1) classification for the Department of Employment Development.

DISCUSSION

The Department of Employment Development administers workforce development programs and services for the seven-city North Valley (NOVA) Job Training Consortium (Cupertino, Los Altos, Milpitas, Mountain View, Palo Alto, Santa Clara and Sunnyvale). Services offered are funded through grants and contracts from Federal, State and local governments, and from foundations and local businesses. Most often the grants and contracts are for specified activities with a duration of one or two years.

In the past several years, NOVA has developed a number of new programs to address the changing needs of job seekers and businesses, including: incumbent worker training to help local businesses develop the talent of their existing workforce; H-1B Visa funded training to help local residents be competitive for jobs often filled by foreign workers; a suite of "universal" services available for the general public regardless of eligibility factors; transition services to support businesses and dislocated workers affected by the downturn in the local economy; and an initiative to help workers dislocated from technology-based jobs become classroom teachers.

These new services have provided the opportunity for DED to restructure how it uses its facilities, and to reorganize how it performs its work. A result of this reorganization/restructuring has been the creation of several new City positions that will perform work that is currently being accomplished through interim contracts. Creating these positions will enable the City to have direct supervisory responsibility and oversight for the work that is required through the various contracts and grants.

FISCAL IMPACT

Funding for these positions will come from the grants and contracts received by the City of Sunnyvale to operate the NOVA program. Additional personal costs will be offset by the reduction in fees currently being paid to contract agencies, redistribution of grant and contract funding, and an increased efficiency in program operations.

Public contact was made through posting of the Council agenda on the City’s official notice bulletin board, posting of the agenda and report on the City’s web page, and the availability of the report in the Library and the City Clerk’s Office.

ALTERNATIVES

  1. Approve inclusion of the new classifications into the City’s Classification Plan and Salary Resolution.
  2. Modify any portion of the proposed amendments to the City’s Classification Plan and Salary Resolution.
  3. Disapprove the new classifications.

RECOMMENDATION

Adopt Alternative 1; approve inclusion of the new classification into the City’s Classification Plan and Salary Resolution.
