Award of Bid No. F0205-65 for Traffic Signal Reconstruction at the Evelyn Avenue/Frances Street Intersection (RTC#02-230)

REPORT IN BRIEF

Approval is requested for the award of a contract to Tennyson Electric, Inc., of Livermore for traffic signal reconstruction at the Evelyn Avenue/Frances Street intersection for the Department of Public Works Project Administration Division (Project No. TR-01/02-03).

BACKGROUND

The traffic signal at the intersection of Evelyn Avenue and Frances Street was originally installed in September 1970. The existing signal control equipment is obsolete and incompatible with current City equipment. In addition, the existing signal will not accommodate anticipated changes in traffic access caused by the construction of the Multimodal Transit Station and the Downtown Redevelopment Project.

Staff has designed a new traffic signal system in compliance with the recently- approved Sunnyvale Downtown Streetscape Specifications and Details, including energy saving light emitting diode (LED) signal indicators, non-obtrusive video detection equipment and pedestrian-friendly signals.

DISCUSSION

Bid specifications were prepared by Public Works and Purchasing staff. The Notice Inviting Bids was published in The Sun on May 15, 2002. The bid package was distributed to Bay Area Builders Exchanges and broadcast to potential contractors through the DemandStar by Onvia public procurement network.

Nine contractors requested bid documents. 

Sealed bids were publicly opened on May 29, 2002. Two responsive bids were received.

The base bid includes construction and installation of the new signal and abandonment of the old. The additive alternate includes sidewalk and street light replacement adjacent to the new signal.

Staff recommends acceptance of the base bid and additive alternate from Tennyson Electric, Inc., the lowest responsive and responsible bidder.

A determination was made that this project will have no significant effect on the environment in accordance with the CEQA guidelines for categorically exempt projects.

Funds are available in Infrastructure Project #822210 - Evelyn Avenue and Frances Street Traffic Signal.

 RECOMMENDATION

It is recommended that Council:

1.

Award a contract in the amount of $287,300 (base bid and additive alternate) to Tennyson Electric, Inc., for traffic signal reconstruction at the Evelyn Avenue/Frances Street intersection; and

2.

Approve a contingency in the amount of $43,095.
