Award of Bid #F0204-50 To Add More Than Six Miles of New Bike Lanes to the Sunnyvale Bicycle Network(RTC#02-231)

REPORT IN BRIEF

Approval is requested for the award of a contract to Linear Options, Inc., of Menlo Park for construction of the Sunnyvale Bicycle Network Project for the Department of Public Works Project Administration Division (Project No. TR-00/01-02). This project involves the addition of new bike lanes on parts of Kifer Avenue, Commercial Street, DeGuigne Drive, Stewart Drive, Oakmead Parkway, Lakeside Drive, Fair Oaks Avenue and Sunnyvale/Saratoga Road.

BACKGROUND

The Sunnyvale Bicycle Network Project includes upgrades and improvements to add more than six miles of new bike lanes to the City's bicycle network. Improvements consist of work to existing roadways to provide Class II bicycle lanes, including new striping, signs and traffic signal modifications to provide loop detection for bicycles. The project is completely within existing street rights of way and existing street sections. No new rights of way, parking removal or temporary or permanent easements will be required as part of this project.

DISCUSSION

Bid specifications were prepared by Public Works and Purchasing staff. The Notice Inviting Bids was published in The Sun on April 17, 2002. The bid package was distributed to Bay Area Builders Exchanges and broadcast to potential contractors through the DemandStar by Onvia public procurement network. Four contractors requested bid documents.

Sealed bids were publicly opened on May 22, 2002. Three responsive bids were received.

Staff recommends acceptance of the bid from Linear Options, Inc., the lowest responsive and responsible bidder.

A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

Funds are available in Capital Project #821560 - Sunnyvale Bicycle Network. This project is funded through the use of Federal Congestion Mitigation and Air Quality and Transportation Development Act Grants.

RECOMMENDATION

It recommended that Council:

1.

Award a contract in the amount of $156,725 to Linear Options, Inc., for the construction of the Sunnyvale Bicycle Network Project; and

2.

Approve a contingency in the amount of $23,509.
