SALARY RESOLUTION - FISCAL YEAR 2002-2003

REPORT IN BRIEF

This report recommends that the Salary Resolution be amended to include updates and summarize revisions, which have occurred during the fiscal year, in order to maintain current information in this document. It also recommends salary range adjustments for certain unclassified/unrepresented classifications within the casual/seasonal category of employment, the addition of the classification of Intermittent Recreation to Category H-Unclassified Recreation, and the addition of the classifications of Special Project Assistant, Staff Support and Professional Registered/Certified to Category I-Unclassified Casual, Seasonal, Special Project.

BACKGROUND

Each fiscal year, the City Council adopts a Salary Resolution which includes provisions of Memoranda of Understanding /Agreement scheduled to occur during the fiscal year, as well as providing for implementation of other necessary modifications, so that updated and current information is maintained in this document.

DISCUSSION

Salary adjustments, as indicated below, are proposed at this time.

Management Classifications

No salary adjustments are being made for Management classifications at this time, pending review of the market data in accordance with provisions of the Management Compensation Program. Once finalized, the recommendations will be brought back to the City Council for approval.

Sunnyvale Employees Association (SEA)

No salary adjustments are being made for SEA classifications at this time. In accordance with MOU provisions, an agreed upon total compensation survey will be conducted during the first fifteen days of July 2002. The formulas will be calculated for potential wage adjustment retroactive to June 23, 2002.

Confidential Employees

Unrepresented confidential classifications will be adjusted as determined by market comparisons. Such market comparisons will be completed during the survey period of July 1-15, 2002, and will be brought back to the City Council for approval.

Public Safety Officers Association (PSOA), and Communication Officers Association (COA)

No salary adjustments are being made for PSOA and COA classifications at this time. In accordance with MOU provisions, an agreed upon total compensation survey will be conducted during the first fifteen days of October 2002. The formulas will be calculated for potential wage adjustment retroactive to July 7, 2002.

Bargaining Unit #4, Service Employees International Union (SEIU), Local 715

No salary adjustments are being made for SEIU classifications at this time. In accordance with MOA provisions, salary adjustments for this group are reviewed in conjunction with the SEA survey, with the potential for wage adjustment retroactive to June 23, 2002.

Casual/Seasonal Classifications

Periodically, the salary ranges for those classifications having a range as opposed to steps, are reviewed for market competitive. For the most part, the last adjustment occurred in July 1997. Therefore, in order to address hiring and retention issues, and to provide salaries, which are consistent internally, and with the market, both the minimum and maximum of the salary ranges have been adjusted effective June 23, 2002. Three employees will receive modest increases due to the increase in the minimum of the range.

New Temporary Classifications

A new classification of Intermittent Recreation has been developed to meet staffing needs in the Department of Parks and Recreation, Leisure Services Division. Unclassified employees in this classification will work intermittent work schedules, and may work more than 1000 hours per fiscal year. Such employment shall conform to the California Public Employees’ Retirement System (CalPERS) definition in that the appointment is on an on-call, intermittent, emergency, substitute, or irregular basis. Membership in CalPERS would be required if an employee were to work more than a 1000 hours in a fiscal year.

Currently, in Category I-Unclassified Special Project, there exists two classifications, Capital Project Assistant and Grant Assistant. A third classification is proposed, Special Project Assistant, to support projects which are not related to a Capital Project or Grant, but which require temporary staffing. Such employment is either part-time limited term or full-time limited term and total hours shall not exceed 1000 hours per fiscal year or six months of service, whichever is sooner.

Two additional classifications are being added to Category I-Unclassified Casual/Seasonal, Staff Support to meet the need for entry level staff support and Professional Registered/Certified to meet the need of departments that need temporary licensed/registered professional staff such as civil engineers. These classifications are also limited term, not to exceed 1000 hours per fiscal year.

All other provisions of the Salary Resolution remain unchanged.

FISCAL IMPACT

The costs, which are minimal, of implementing the salary range adjustments described above are included in the Fiscal Year 2002-03 budget.

Public contact was made through posting of the Council agenda on the City’s official notice bulletin board, posting of the agenda and report on the City’s web page, and the availability of the report in the Library and the City Clerk’s Office.

ALTERNATIVES

  1. Amend the Salary Resolution as proposed.
  2. Amend selected provisions of the Salary Resolution.
  3. Not amend the Salary Resolution.

RECOMMENDATION

Adopt Alternative #1, amend the Salary Resolution as proposed.
