SUBJECT:

Award of Bid #F0205-69 for the Installation of Bike Lanes on Caribbean Drive and Arques Avenue (RTC#02-262)

REPORT IN BRIEF

Approval is requested for the award of a contract to Linear Options, Inc., of Menlo Park for the Caribbean Drive and Arques Avenue Bike Lane Project for the Public Works Project Administration Division (Project #TR-00/02-02).

BACKGROUND

This project involves the installation of bike lanes along approximately 8,200 feet of Caribbean Drive from First Avenue/Bordeaux Drive to Moffett Park Drive and along approximately 6,430 feet of Arques Avenue from Santa Ana Court to Oakmead Parkway. The work consists of removing existing pavement markings, installing new traffic and bike lane striping and signage in both directions of the roadway.

DISCUSSION

Bid specifications were prepared by Public Works and Purchasing staff. The Notice Inviting Bids was published in The Sun on May 22, 2002. The bid package was distributed to Bay Area Builders Exchanges and broadcast to potential contractors through the DemandStar by Onvia public procurement network. Seven contractors requested bid documents.

Sealed bids were publicly opened on June 5, 2002. Two responsive bids were received.

Staff recommends acceptance of the bid from Linear Options, Inc., the lowest responsive and responsible bidder.

A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

RECOMMENDATION

It is recommended that Council:

1. Award a contract in the amount of $106,286 for the Caribbean Drive and Arques Avenue Bicycle Lane Project in substantially the same format as the attached draft contract; and

2. Approve a contingency in the amount of $15,944.
