Approval is requested to increase expenditures under an existing contract with Koffler Electrical of San Leandro for electrical system improvements at the Water Pollution Control Plant (WPCP) Administration Building for the Department of Public Works Engineering Division (Project #PR-98/10-99).

On August 28, 2001, Council awarded a contract to Koffler Electrical for electrical upgrades to the WPCP Administration Building (RTC #01-302). The contract award was in the amount of $62,930 (total bid amount of $57,209 and a contingency of $5,721).

Construction costs exceeded the contingency authorized by Council due to design modifications required during the construction phase of the project. The issues were not addressed in the design stage because the available records drawings for the WPCP Administration Building did not show enough detail to allow the City's design consultant to incorporate the changes into the original scope of work. The necessary changes made in the field increased the cost of the project.
