Award of Contract for Design and Construction Support Services for Improvements to Ortega and Lakewood Parks (#F0207-03)

REPORT IN BRIEF
Approval is requested for the award of a contract to the Tanaka Design Group of San Francisco to provide design and construction support services for improvements to Ortega Park (Project #PR-01/03-03) and Lakewood Park (Project #PR-01/04-04) for the Department of Public Works Project Administration Division.
BACKGROUND
Staff has combined the design phase of the following parks projects, planned for FY 2002-03, to gain cost efficiencies and meet timelines.

1.  Lakewood Park

This project originated in FY 1989-90 and was funded to renovate the skating rink, amphitheater, space station, and their inter linking areas. These areas had been noted as under used by the public and in declining condition. In fact, the space station, a large gazebo-like structure, was in such poor condition that it was removed in FY 2000-01 for safety reasons.

The consultant will develop a park design, based upon public input provided in neighborhood meetings at Lakewood Park during January and February 2002 and from additional input which is anticipated as neighbors review various conceptual drawings. There will also be opportunities for comment and input during design review by the Parks and Recreation Commission and City Council prior to the develop of the construction bid package.

2.  Ortega Park

This project is a combination of three projects; Playground Equipment Replacement, Ortega Park Hardscape/Wall Redesign and Ortega Park Playground Equipment. The consultant will develop a park design which incorporates public input at a meeting which will be held at Ortega Park in the coming months. Public comments will be combined with staff input and the consultant's professional expertise to design modern, safe play structures to replace the existing worn and outdated playground equipment.

Additionally, this project will remove barriers, such as walls and steps, wherever possible, to improve access for the disabled and sight lines for parents of children who play there.

Landscape will be designed, as needed, in association with the hardscapes; and improvements are planned for the existing water play feature and walkways.

DISCUSSION
A Request for Proposals for design services was prepared by Public Works and Parks and Recreation staff and distributed to local design groups. Proposals were received from Hill Associates of Los Gatos, The Beals Group of Santa Clara and the Tanaka Design Group of San Francisco. The proposals were reviewed and evaluated by a panel composed of Project Administration, Parks and Purchasing staff. After reviewing all proposals, the evaluation team agreed that the proposal from the Tanaka Design Group represents the best value for the City. The Tanaka Design Group offers a clear understanding of the scope of work and excellent references.

Funds are available in the following Parks and Recreation Projects.

  • Account No. 819740 - Lakewood Park Recreation Facilities Improvements.
  • Account No. 820270 – Playground Equipment Replacement.
  • Account No. 823170 - Ortega Park Hardscape/Wall Redesign, and
  • Account No. 823240 – Ortega Park Playground Equipment.
 RECOMMENDATION
It is recommended that Council award a contract, in substantially the same form as the attached draft and in an amount not to exceed $96,000 ($81,000 in consultant fees and $15,000 in additional services, if authorized), to the Tanaka Design Group for design and construction support services for improvements to Ortega and Lakewood Parks.
