Award of Contract for Employee Recruitment Services (F0207-04)(RTC#02-297)

REPORT IN BRIEF

Approval is requested for the award of a one-year contract to the City of Palo Alto to provide employee recruitment services for the Department of Human Resources.

BACKGROUND

The City has recently experienced an unprecedented number of position vacancies throughout the organization which all need to be filled as quickly as possible. Four of these vacancies exist within the Department of Human Resources. As the result, it is impossible for Human Resources to process the required recruitments in a timely manner.

DISCUSSION

The City of Palo Alto has agreed to perform recruitment services on a contract basis to aid the City of Sunnyvale in filling its backlog of vacant positions. Initially, discussions with Palo Alto centered around thirteen recruitments at a cost not to exceed $52,000; and this is reflected in the proposal which is included in this report as Exhibit A to the draft Agreement. Subsequently, an option to request an additional twenty recruitments, if required, was included in the Agreement, making a total contract not-to-exceed amount of $132,000.

Section 2.08.070(b) of the Sunnyvale Municipal Code exempts from competitive bidding services obtained from or through agreement with any governmental, public or quasi-public entity.

FISCAL IMPACT

The total cost of the one-year contract will not exceed $132,000. Funds are available in Human Resources Accounts 753000 - Hire Management Employees and 753010 - Hire Regular Employees.

RECOMMENDATION

It is recommended that Council award a one-year contract in substantially the same form as the attached draft and in an amount not to exceed $132,000 to the City of Palo Alto for personnel recruitment and selection services.
