REPORT IN BRIEF
This report recommends amending the Classification Plan and Salary Resolution to include the newly developed classification of Assistant Director of Public Safety and to eliminate the inactive classification of Public Safety Commander, and also recommends amending the Salary Resolution for the existing classification of Director of Public Safety.
DISCUSSION
The Department of Public Safety senior management team currently is comprised of a Director of Public Safety (Chief) with Captain II level staff managing various divisions and reporting directly to the Chief. Prior to 1998, the department was organized to include three Commanders or Division Chiefs whose responsibilities were to oversee the daily operations of Police, Fire and the administrative operational activities within the department. When the department underwent an organizational restructuring, this rank was not replaced.
Under the leadership of the current chief, several challenges have emerged that demonstrate the need for additional senior administrative staff at the Assistant Director level. These challenges include:
Staffing – Sunnyvale Public Safety is expected to experience a significant increase in retirements among the sworn staff. During 2002-2003, it is projected that up to thirty percent of the department will retire, many of them at the supervisory and management level. The proposed Assistant position would play a key role in succession planning, skill development, coaching as well as mentoring newly appointed managers and first-line supervisors.
Labor Relations – While the Chief works toward improving labor relations and organizational climate; the new Assistant will play an important role managing core activities while pro-actively supporting labor relations efforts.
Emergency Medical Services (EMS) Initiative – The EMS initiative is anticipated to be a significant endeavor requiring substantial efforts to review and plan for modified EMS response. The Assistant position will have a central role in developing and implementing this initiative.
Budget Administration – The proposed Assistant position will also be tasked with budget development and management as well as related administrative activities deemed beneficial to command operations.
It is recommended that the City establish the classification of Assistant Director of Public Safety. The Assistant Director will be instrumental in addressing the key organizational issues outlined above as well as strengthening the resources available to the department to meet these challenges. This position will have department-wide responsibilities across all program areas. In addition, this new position will play a pivotal role in developing the future leadership of the Public Safety organization.
It is recommended that the proposed salary for the classification of Assistant Director of Public Safety be assigned to the existing salary grade D-2 with a Control Point $143,359.00. This recommendation is based on a study of the internal compensation structure within the department and an external labor market survey. This places the Assistant’s compensation approximately 10% above the Public Safety Captain II classification.
The Director of Public Safety classification is currently assigned to Control Point D-2. Assigning the Assistant Director classification to the same Control Point creates an inequity. It is recommended that the Director of Public Safety classification be placed at control Point D-1 to maintain internal relationships and to preserve market competitiveness. A labor market survey was conducted in accordance with the management compensation guidelines. The Control Point D-1 recommendation is appropriately based on data from a recent total compensation market survey.
FISCAL IMPACT
The fiscal impact of establishing the proposed Assistant Director of Public Safety and the salary adjustment for the Director of Public Safety is approximately $300,000. It is anticipated that savings in the current budget and efficiencies in subsequent budgets will offset these costs.
