2002 COUNCIL STUDY ISSUES CALENDAR
MID-YEAR UPDATE

REPORT IN BRIEF

Each year, Council reviews the Study Issues Calendar at mid-year in order to consider revisions or modifications to the July through December schedule. This approach also affords an opportunity to review what was accomplished in the January-June timeframe. It is recommended that Council adopt the revised July-December 2002 Council Study Calendar (Attachment A).

At the beginning of each calendar year, the Council adopts a Study Calendar, which establishes priorities and an action plan for study issues for the year, with special emphasis on the period January through June. This calendar sets tentative dates for agenda items, study sessions, special meetings, canceled meetings, and City events. It serves as a master work plan for staff activities related to Council study issues based on the priorities established at the December Study Issues Workshop.

This updated calendar is presented to Council for adoption. It should be noted that the schedule dates are tentative, as unforeseen circumstances may alter the schedule of some of the items. Such circumstances include the addition of unplanned items, the complexity of study issues, board and commission actions and Council actions.

In preparing the revised calendar, staff also reviewed each of the items on the January – June Study Calendar to determine whether they were accomplished or not. For "planned" items, only final action on official study issues ranked by Council are counted, for "Unplanned" items, substantial efforts done at the request of Council are counted. Sixteen planned items were completed and ten unplanned items were accomplished in the last six months. The complete list is provided in Attachment B. This does not include "routine" Council agenda items such as individual development projects.

Council is asked to carefully review the July-December calendar in Attachment A for suggested meetings and study sessions so that any concerns can be raised and addressed at this time. In addition to those noted above, please note the following changes in the July-December calendar from when it was presented in January 2002.

The public was notified of this item through publication of the Council Agenda (public hearing items) in the San Jose Mercury News and the posting of the Council Agenda and Report on the City of Sunnyvale internet home page.

ALTERNATIVES

  1. Adopt the updated calendar as presented in Attachment A.
  2. Amend the calendar. If significant amendments are made, staff may need to review the amendments and recommend a new calendar, based upon the adjustments that may be required.
  3. Take no action at this time.

RECOMMENDATION

Staff recommends that Council approves Alternative No. 1, to adopt the updated calendar as presented.
