2002-0426 - Joe Mendes [Applicant] James Casellanos [Owner]: Application for a Use Permit to allow outdoor storage of playground equipment & vehicles. The property is located at 1175 Willow Avenue in an M-S/ITR (Industrial & Service/Industrial to Residential) Zoning District. (APN: 213-01-021) RK
In attendance: Trudi Ryan, Administrative Hearing Officer; Gerri Caruso, Principal Planner; Ryan Kuchenig, Project Planner; Joey Mariano, Recording Secretary.
Ms. Trudi Ryan, Administrative Hearing Officer, on behalf of the Director of Community Development, explained the format that would be observed during the public hearing.
Ms. Ryan summarized the subject application.
Ryan Kuchenig, Project Planner, presented the proposed application from the staff report. He noted that the new tenants will build a 6-foot chain link fence. He noted that the 16 spaces would be used as storage and will be left with 26 parking spaces. Staff recommends approval based on their findings.
Ms. Ryan looked at the proposed plans. She asked staff where the fence would be located. Staff pointed out the location of the fence on the plans.
Ms. Ryan opened the public hearing.
Joe Mendes, Applicant, received and reviewed a copy of the staff report. He noted the location of the fence and the proposed plans.
Ms. Ryan asked the applicant for clarification on the nature of his business. Mr. Mendes noted that their business does provide equipment for many City parks. He commented that the equipment being delivered does not regularly stay outside and it would be moved inside the warehouse or delivered to the job site shortly after they receive the equipment. He further noted that the gates would be open during the day and storage would be on the southwest corner on occasion. Ms. Ryan noted that if the parking area is used as long-term storage, then a parking analysis should be done with the proposed plans and uses. She also noted that if part of the parking lot was just a staging area for equipment to be moved and stored, then a parking analysis would not be needed. Mr. Kuchenig stated that staff had evaluated the parking requirement for long-term storage and determined that 24 spaces could be required. Ms. Ryan noted that an additional Condition of Approval would be added to specify the storage areas on the parking lot.
Ms. Ryan closed the public hearing.
Ms. Ryan approved the Tentative Map application with the Findings suggested by staff and the Conditions of Approval recommended by staff with an additional condition that allows 6,300 square feet of outdoor storage on the south west corner of the property.
Ms. Ryan stated that the decision is final unless appealed during the 15-day appeal period.
The meeting was adjourned at 2:55 p.m.
