SUBJECT:

Award of Bid #F0205-66 for the Replacement of Water Mains on Uranium and San Ramon Avenues (RTC#02-318)

REPORT IN BRIEF

Approval is requested for the award of a contract to Stoloski and Gonzalez, Inc., of Half Moon Bay to replace existing water mains and fire hydrants on Uranium and San Ramon Avenues for the Department of Public Works Project Administration Division (Project #UW-01/01-02).

BACKGROUND

On Uranium Avenue, the existing 12-inch water main between Kifer Road and Mead Avenue is corroded and subject to breaks and leakage. This project will replace approximately 1,039 feet of pipe with new 12-inch PVC corrosion resistant pipe. Work will be coordinated with the City of Santa Clara for the new water line tie-ins at Kifer and Mead.

On San Ramon Avenue, the existing 4-inch water pipe between Amador Avenue and San Ramon Court is corroded and lacks sufficient capacity for current fire flow requirements. This project will replace approximately 365 feet of pipe with new 6-inch PVC corrosion resistant pipe and includes reconstructing the street surface with a 6-inch deep lift asphalt pavement.

DISCUSSION

Bid specifications were prepared by Public Works and Purchasing staff. The Notice Inviting Bids was published in The Sun on May 15, 2002. The bid package was distributed to Bay Area Builders Exchanges and broadcast to potential contractors through the DemandStar by Onvia public procurement network. Eleven contractors requested bid documents. Sealed bids were publicly opened on June 5, 2002.

 Five responsive bids were received.

Staff recommends acceptance of the bid from Stoloski and Gonzalez, Inc., the lowest responsive and responsible bidder.

A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

Funds are available in Public Works Infrastructure Accounts # 822870 - Water Line Replacement - Uranium Avenue and #822830 - Water Line Replacement - San Ramon Court.

 RECOMMENDATION

It is recommended that Council:

  1. Award a contract in substantially the same form as the attached draft and in the amount of $282,777 to Stoloski and Gonzalez, Inc., for the Uranium Avenue and San Ramon Avenue Water Main Replacement Project; and

  2. Approve a contingency in the amount of $70,694.
