Approval is requested for the award of a contract to Lee and Ro, Inc., of Walnut Creek for engineering design services for the replacement of the sanitary trunk sewer on Borregas Avenue for the Public Works Project Administration Division (Project #UY-02/01-04).

The Borregas Avenue sanitary trunk sewer within Moffett Business Park extends from Moffett Park Boulevard to the Water Pollution Control Plant (WPCP), a distance of approximately 5,000 feet. The original sewer pipe was constructed using 33" reinforced concrete pipe (RCP). It was aligned under the easterly curb line of Borregas Avenue. The crown of the existing RCP has been corroded by hydrogen sulfide in the sewage. Following the collapse of a portion of the existing 33" RCP in January 2000, approximately 750 linear feet of the sewer was realigned to the centerline of the street between Moffett Park Boulevard and just south of Humboldt Court and replaced with 42" vitrified clay pipe (VCP). The remaining 4,300 feet of sewer needs to be rehabilitated or replaced.

The City solicited proposals from eight engineering firms known to have the desired experience. Staff received proposals form four firms: BKF Engineers of San Jose, Creegan and De Angelo of San Jose, CH2M Hill of Oakland and Lee and Ro of Walnut Creek. After reviewing the proposals, staff concluded that Lee and Ro has the necessary personnel and experience to perform the project and demonstrated a clear understanding of the project requirements.

Staff also reviewed the fee proposal submitted by Lee and Ro and concluded that the proposed fee is appropriate for the required scope of services. The first deliverable from the consultant will include an engineering report that documents existing conditions, reviews alignment and technology alternatives and provides preliminary project.

The second deliverable will be construction documents, a construction cost and estimate and other documents required by permitting.

Staff is requesting an elevated amount for additional services at the discretion of the Director of Public Works, due to the complexity of the project and the difficult field conditions with which the consultant will have to work.
