Approval is requested for the award of a one-year contract, with an option to extend for one additional year, to L&B Engineering, Inc., of San Francisco for the reconstruction of curbs, gutters, sidewalks and driveways for the Department of Public Works Project Administration Division (Project #ST-02/03-04).

The repair, replacement and reconstruction of concrete curbs, gutters, sidewalks and driveways throughout the City is regularly scheduled work and has been outsourced for almost twenty years. Sites requiring repair and/or replacement are identified and prioritized by Department of Public Works Urban Landscaping and Engineering personnel on an ongoing basis.

Bid specifications were prepared by Public Works and Purchasing staff. The bid was structured so that Year One pricing was the base bid, and Year Two pricing was an additive alternate shown as a not-to-exceed percentage increase over Year One. The Notice Inviting Bids was published in The Sun on June 19, 2002. The bid package was distributed to Bay Area Builders Exchanges and was broadcast to potential contractors through the DemandStar by Onvia public procurement network. Six contractors requested bid documents.

*Base bid amounts were obtained by adding the prices of all individual tasks, which are the estimated number of times each task will be performed during a one-year period multiplied by its respective unit price. This amount is for bid evaluation purposes only. Actual quantities may be more or less than estimated.

Staff recommends acceptance of the bid from L&B Engineering, Inc., the lowest and responsive and responsible bidder.

A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

The contract for the reconstruction of curbs, gutters, sidewalks and driveways differs from most construction contracts in that it is impossible to exactly define the work to be done in advance of contract execution. Actual work to be performed is determined in the field, based upon need.

Funds are available in various Public Works operating accounts as well as Capital Projects and $100,000 will be used for the construction of Handicap Ramps.
