| SUBJECT: | Recommendation to Sunnyvale City Council to Approve Confirmation of New Members to the NOVA Workforce Board |
REPORT IN BRIEF
The NOVA Workforce Board Selection Committee
is recommending confirmation
of the following individuals to the NOVA Workforce
Board:
Dr. Martha
Kanter, President
De Anza College
Mr. Chuck Steligo, Regional Manager
California Employment Development Department (EDD)
The NOVA Workforce Board Selection Committee
is comprised of a NOVA
Workforce Board representative (Vice Chairperson Clysta
Seney), the President
of the Sunnyvale Chamber of Commerce (Suzi Blackman)
and a Sunnyvale City
Council representative (Vice Mayor Julia Miller).
The Selection Committee is charged
with the responsibility of recommending
candidates for the NOVA
Workforce Board, for confirmation by the Sunnyvale
City Council.
The Selection Committee is recommending
Dr. Martha Kanter and Mr. Chuck Steligo
for four-year terms on the NOVA Workforce
Board.
BACKGROUND
The Workforce Investment Act of 1998 stipulates
the composition, roles and responsibilities of the local workforce board.
The local workforce board is appointed by the chief local elected official
(Sunnyvale City Council) and should have a majority of representatives from
business and representation from at least the following stakeholders:

Business Executives (majority and chair)
•
Education providers
•
Labor Organizations
•
Community-based Organizations
•
Economic development agencies
•
One-Stop partners
DISCUSSION
The NOVA Workforce Board Selection Committee is recommending
Dr. Martha Kanter
to the NOVA Workforce Board, to fill the community college
seat that
was recently vacated by Dr. Leo Chavez, Chancellor of the Foothill
De Anza Community
College District. Dr. Chavez, after providing many years of
dedicated service,
has decided to retire from the Board.
In addition the
Selection Committee is recommending Mr. Chuck Steligo
to the NOVA
Workforce Board to fill the EDD seat that was recently vacated
by Ms. Nancy Erickson
who after many years of invaluable public service has
retired from the Board and EDD.
ABOUT THE CANDIDATES
Martha Kanter, President
De Anza College
As President of De Anza College, Dr. Kanter oversees the operations of a much-respected educational institution employing over 1200 staff and providing academic leadership on behalf of 26,000 students. Dr. Kanter brings to the NOVA Workforce Board over 30 years of experience in education as a high school teacher, college teacher, and administrator and now President of De Anza College for the past nine years. Dr. Kanter also brings to the Board small business and entrepreneurial expertise from her years spearheading an educational technology consulting firm. As a well-respected community leader, Dr. Kanter has served on various community boards including Vice Chair of Joint Venture: Silicon Valley Network.
Chuck Steligo, Regional Manager
California Employment Development Department (EDD)
Over the years, EDD has been a very active and committed
partner in the
provision of workforce development services as part of CONNECT!
and through
its leadership contributions on the NOVA Workforce Board. EDD
represents a
mandated partner in the one-stop workforce investment system. Mr. Steligo is
regional manager for the
EDD Job Service one-stop offices located in Sunnyvale,
Campbell, Hollister,
San Jose and Gilroy employing 70 staff.
Mr. Steligo brings to
the Board over 30 years of experience managing
a universal workforce service-delivery
system with particular expertise in
customer service, labor market trends and the
state Labor Exchange System.
These appointments comply with the requirements
of the Workforce Investment
Act.
EXISTING POLIC
The proposed activities are consistent
with the City of Sunnyvale's Socio-
Economic Goal 5.1F: Provide job training
and employment services, within constraints
of operative Federal regulations
and available Federal funding to
address the locally-determined employment
and training needs of economically
disadvantaged residents and others with
special needs.
FISCAL IMPACT
No fiscal impact.

In addition, Council reports are available
at the Sunnyvale City Library
and on the City's internet page.
ALTERNATIVES
Confirm both candidates recommended
by the NOVA Workforce Board
Selection Committee for the NOVA Workforce Board.
Workforce Board.
Recommend that none of the candidates be confirmed for the NOVA Workforce.
RECOMMENDATION
The NOVA Workforce Board Selection Committee
recommends that the
Sunnyvale City Council approve Alternative #1 and confirm
Dr. Martha Kanter
and Mr. Chuck Steligo for four-year terms on the NOVA Workforce
Board.
