Annual Membership Dues for Intergovernmental Associations

REPORT IN BRIEF

Invoices for the FY 2002-2003 membership dues have been received from the League of California Cities (LCC) Peninsula Division and the Santa Clara Cities Association (SCCCA). The LCC Peninsula Division invoice is in the amount of $72. Although the amount of this invoice has not increased the Peninsula members voted on August 8, 2002 to increase the 2003-2004 dues for all members to $100 per year. The SCCCA invoice is in the amount of $6,000, which is a $3,333, increase from prior years. Staff recommends payment of the LCC and the SCCCA dues for FY 2002-2003.

BACKGROUND

The League of California Cities (LCC) is the statewide organization representing the interests of city governments before the State legislature. The Peninsula Division is a division of the organization that represents all the Cites extending from San Jose to San Francisco located on the San Francisco Bay Peninsula. LCC provides a number of conferences, training services and publications such as: weekly Legislative Bulletins, League Newsletters, Western City Magazine, Employee Relations information and training.

The Santa Clara County Cities Association (SCCCA) was created in 1990 through a joint powers agreement to develop an effective means to represent the interests of the diverse cities within Santa Clara County. A Board of Directors governs it, with one representative from each city.

EXISTING POLICY

General Plan Goal 7.3.C: Participate in intergovernmental activities, including national, state, and regional groups, in order to represent the City's interest, influence policy and regulations, and enhance awareness.

DISCUSSION

Traditionally, the City Council has approved annual membership dues payments to organizations, which have been identified as providing support and service to local governments. Two invoices have been received for the period of July 1, 2002, through June 30, 2003: from the League of California Cities (LCC) Peninsula Division in the amount of $72 and from the Santa Clara County Cities Association (SCCCA) in the amount of $6,000. On March 26, 2002 Council approved a dues payment in the amount of $22,826 for the 2002 LCC organizations membership dues.

The City of Sunnyvale has been actively involved with the LCC. For many years Councilmembers and staff have participated as speakers on the LCC Annual Conference panels. Several City directors have served on policy committees and have worked closely with the LCC on a variety of projects including transportation funding for cities, fiscal reform, and binding arbitration for public safety officers. Vice Mayor Julia Miller currently serves as the Peninsula Division 2nd Vice President and Councilmember Jack Walker is a Past President of the LCC Peninsula Division. On August 8, 2002 during the Quarterly Meeting of the Peninsula Division, the members voted to increase the dues for FY 2003 – 2004 to $100 per City. This represents a $38 increase for the City of Sunnyvale.

The SCCCA serves as a unified voice for all fifteen cities in the County in their dealings with other agencies, organizations, and levels of government. As the advocate for local cities, it monitors legislative activity in Sacramento and represents the cities on issues of particular concern. The SCCCA coordinates with the Santa Clara County City Selection Committee to make appointments to countywide and regional organizations. The SCCCA also functions as a source of education, information, and networking for elected officials. Board meetings are generally the second Thursday of the month at Sunnyvale City Hall. The SCCCA has a Legislative Action Committee to review legislation and make recommendations to the board of directors. The committee has organized countywide meetings with legislators and coordinated lobbying trips to Sacramento. Meetings are on the fourth Thursday of the month at 5:30 at Sunnyvale City Hall. Our records indicate that since 1997, the SCCCA dues remained unchanged at $2,667. This year our dues have increased to $6,000. Councilmembers are currently serving on the following SCCCA Committees:

  • Pat Vorreiter, 1st Vice President
  • Tim Risch, Legislative Action Committee Member
  • John Howe, Alternative Board Member
  • Fred Fowler, Cities Selection Committee Member

FISCAL IMPACT

No impact; funds for these dues are included in the FY 2002/2003 budget.

PUBLIC CONTACT

Public contact was made through posting of the Council agenda in public places, on the City’s web page, and the publication of the general business/public hearing items in the San Jose Mercury News.

ALTERNATIVES

  1. Pay the 2002 – 2003 membership dues for the following: LCC Peninsula Division in the amount of $72; SCCCA dues in the amount of $6,000.
  2. Pay dues to one of the organizations, but not both. or
  3. Do not pay the 2002 membership dues.

RECOMMENDATION

Staff recommends Alternative #1, pay the 2002 – 2003 membership dues to the LCC Peninsula Division and the SCCCA.
