Award of Contract for Engineering Design and Construction Support Services for the Resurfacing of the Asphalt Drying Area of the Sludge Dewatering Facility (#F0208-10)(RTC#02-340)

REPORT IN BRIEF

Approval is requested for the award of a contract to Earth Tech of San Jose to provide engineering design and construction support services for the resurfacing of the asphalt drying area of the Sludge Dewatering Facility at the Water Pollution Control Plant (WPCP) for the Department of Public Works Project Administration Division (Project #PR-02/05-03).

BACKGROUND

A temporary access ramp from Carl Road to the drying area surface was constructed using unengineered fill. The existing drying area surface is composed of 2-inches of asphaltic concrete over 6-inches of aggregate base. The surface has deteriorated in several locations as a result of the use of heavy trucks to haul the dewatered sludge to a disposal site. The asphalt surface and base of the sludge drying area and temporary access ramp need to be evaluated and reconstructed/repaired.

DISCUSSION

The City solicited proposals from four engineering firms with the desired experience. The only proposal received was from Earth Tech. After reviewing the proposal, staff concluded that Earth Tech has the necessary personnel and experience to perform the project and demonstrated a clear understanding of the project requirements.

Staff also reviewed Earth Tech's fee proposal, concluding that the fee is appropriate for the work scope proposed. The deliverables from the consultant include a report on the evaluation and geotechnical investigation of the existing asphalt drying area, plans and specifications for construction of improvements to the asphalt drying area, consulting services during bidding and construction, and preparation of record drawings.

FISCAL IMPACT

 

Total costs for the contract include:

$68,650

Funds are available in Infrastructure Project #822600 - Resurface the Asphalt Drying Area at Dewatering

RECOMMENDATION

It is recommended that Council award a contract in substantially the same form as the attached draft and in an amount not to exceed $68,650 to Earth Tech for engineering design and construction support services.
