Authorization to Amend an Existing Contract for Engineering Design Services to Replace the Chlorinating/Dechlorinating Equipment at the Water Pollution Control Plant (F0208-11)(RTC#02-341)

REPORT IN BRIEF

Approval is requested to amend an existing contract with Kennedy Jenks Consultants of Palo Alto for engineering design and construction support services for the Chlorinating/Dechlorinating Equipment Replacement Project at the Water Pollution Control Plant (WPCP) for the Department of Public Works Project Administration Division (Project #UY-00/02-01).

BACKGROUND

On November 28, 2000, Council awarded a contract in an amount not to exceed $167,815 (RTC #00-398) to Kennedy Jenks Consultants for engineering design and construction support services for the Chlorinating/Dechlorinating Equipment Replacement Project at the Water Pollution Control Plant (WPCP). The consultant had previously designed improvements to the tertiary system.

DISCUSSION

Water Pollution Control Plant staff request that Council authorize additional design work, based upon the review of the existing equipment and operations during the initial design phase of the project. The additional work will result in improved safety and ease of maintenance on the new equipment. These enhancements require additional design time and costs and include:

Replacement of existing valves and actuators in the Chlorine and Sulfur Dioxide Storage Rooms.
Replacement of existing piping and equipment on the east wall of the Chlorine Storage Room.
Replacement of one existing, outdated operator station with two new stations (hardware and software) in the Tertiary Control Room.
Addition of temporary chlorination facilities for use during replacement of the existing chlorination facilities to avoid violations of the NPDES permit.

FISCAL IMPACT

The additional scope of work will increase the contract cost by $50,295 for a new contract not-to-exceed amount of $218,110. Funds are available in Infrastructure Project #820820 - Chlorinating/Dechlorinating Equipment Replacement. No increase in Council-approved budget is required.

RECOMMENDATION

It is recommended that Council authorize a revision of the scope of work and additional expenditures in an amount not to exceed $50,295 under an existing contract with Kennedy Jenks Consultants for engineering design and construction support services for the Chlorinating/Dechlorinating Equipment Replacement Project.
