Award of Contract for Engineering Design and Construction Support Services for the Automatic Sodium Bisulfite System at the Water Pollution Control Plant (#F0208-14)(RTC#02-348) |
REPORT IN BRIEF
Approval is requested for the award of a contract to Kennedy Jenks Consultants of Palo Alto for engineering design and construction support services for the automatic sodium bisulfite system at the Water Pollution Control Plant (WPCP) for the Department of Public Works Project Administration (Project #UY-02/02-03).
BACKGROUND
During recycled water production, a sidestream of chlorinated water is drawn from the end of the chlorine contact tanks into the Recycled Water Pump Station (RWSP). Sodium bisulfite is then metered into the sidestream via a temporary system consisting of a bisulfite storage tank and metering pump. This temporary recycled water bisulfite feed system needs to be replaced. Kennedy Jenks Consultants prepared the design of a sodium bisulfite feed system for recycled water as part of the Tertiary Improvements Project at the Water Pollution Control Plant (WPCP). This item was included as an alternate bid item but was not accepted when the Tertiary Improvement Project was awarded for construction.
DISCUSSION
The City solicited a proposal from the only engineering firm known to have the desired experience. After reviewing the proposal, staff concluded the Kennedy Jenks Consultants have the necessary personnel and experience to perform the project and demonstrated a clear understanding of the project requirements. Staff also reviewed the fee proposal submitted, concluding that the fee is appropriate for the work scope proposed. The deliverables from the consultant will include a design of a sodium bisulfite system, plans and specifications suitable for construction, an operations manual, a training program for city staff, and final record drawings. Total project costs will
include: Engineering design and construction support services $72,500 Additional services, if authorized by the Director of Public Works, not to exceed $10,900 Total cost not to exceed $83,400 Funds are available in Capital Project #822620 - Auto Sodium Bisulfite System for Recycled Water Delivery.
RECOMMENDATION
It is recommended that Council award a contract to Kennedy Jenks Consultants for engineering design and construction support services for the automatic sodium bisulfite system in substantially the same form as the attached draft and in an amount not to exceed $83,400.
