Approval is requested for the award of a contract to Tiburon, Inc., of San Francisco to upgrade the Department of Public Safety Computer Aided Dispatch (CAD)/Records Management Systems (RMS) application software for the Department of Information Technology.

The CAD and RMS applications currently used by the Department of Public Safety were upgraded in 1999 to Version 6.21 to be Year 2000 compliant. Tiburon has subsequently modified the applications to include software enhancements, based on user feedback, and has added more user-friendly features. The most current revision (Version 7.3.1) includes a web browser for query purposes and enhancements to several system administration tasks.

The software license fees required to upgrade the existing CAD and RMS base applications and related modules to Version 7.3.1 are already included in the City's Extended Software Agreement with Tiburon for ongoing support. The proposed costs for the upgrade will include the license fees to add the web query module, hardware upgrades (additional disk and memory capacity, as required) and one-time implementation fees for technical services, training and interfaces to non-Tiburon systems.

Section 2.08.070(b) of the Sunnyvale Municipal Code exempts sole source goods and/or services from competitive bidding. The CAD/RMS application is a proprietary product licensed from Tiburon, Inc.; and Tiburon is the only source for upgrades and enhancements.

Total cost to upgrade the City-licensed CAD/2000 and RMS/2000 applications, including optional modules, from Version 6.21 to Version 7.3.1 will not exceed $73,418. Funds are available in Information Technology Replacement Account #021101.
