| SUBJECT: | AMENDMENTS TO THE CLASSIFICATION PLAN AND SALARY RESOLUTION: MANAGER OF BUSINESS OPERATIONS AND MANAGER OF JOB SEEKER SERVICES |
REPORT IN BRIEF
This report recommends amending the Classification Plan and Salary Resolution to include the newly developed classifications of Manager of Business Operations and Manager of Job Seeker Services for the Department of Employment Development.
DISCUSSION
The North Valley Job Training Consortium (NOVA) is a leading edge workforce development organization under the auspices of the Department of Employment Development. NOVA represents a seven-city consortium comprised of the cities of Cupertino, Los Altos, Milpitas, Mountain View, Palo Alto, Santa Clara and Sunnyvale. The Sunnyvale City Council and the NOVA Workforce Board govern NOVA jointly. NOVA employs over 100 individuals, with an annual budget exceeding $12 million, and is completely funded by federal grants, the State of California and business and private foundations.
Due to the impending retirement of Ms. Judi Gentry, the current Program Quality and Operations Manager, the Department has reviewed management reorganization alternatives to effectively centralize and increase the level of service delivery and fund and support services accountability. While external programs were reviewed organizationally, NOVA is unique in size, scope, vision, mission and creative service delivery; therefore the following management staff organizational recommendations have been developed by Departmental staff and reviewed by Human Resources staff as being most effective course of action for this agency.
The creation of two new senior management classes is recommended: Manager of Business Operations and Manager of Job Seeker Services. The Manager of Business Operations will administer support services for the Business Operations Division that includes fund development, contracts, grant and data administration, fiscal reporting, research coordination, marketing and communications, information technology and facilities management. The Manager of Job Seeker Services will oversee a broad direct services division that includes a variety of job search and employment training services for underemployed and unemployed individuals in the community. Both classes are to be placed at a parallel level within the Department and are considered members of the senior management team.
FISCAL IMPACT
There will be no fiscal impact to the City, as these positions will be totally funded by the federal, state, business and private agency funds that support Department programs and activities.

RECOMMENDATION
Staff recommends Alternative 1 above, approval of amendments to include the new classifications into the City’s Classification Plan and Salary Resolution.
