Award of a Contract for Laboratory Testing Services Specific to the Sunnyvale Multi-Modal Transit Station Project (#F0208-21)

REPORT IN BRIEF

Approval is requested for the award of a one-year contract to Construction Testing and Engineering, Inc. (CTE), of Tracy for field and shop inspections and laboratory testing services specific to the Sunnyvale Multi-Modal Transit Station Project for the Public Works Project Administration Division.

BACKGROUND

Due to the size and nature of the design of the Sunnyvale Multi-Modal Transit Station, significant code-required special inspections and tests are required. To comply with California building codes, components and processes, such as high strength reinforced concrete, post tensioned concrete, high strength bolting and welding, and structural masonry require special inspection and testing. The Public Works Department does not have personnel with the specialized credentials, nor does the City have a materials testing laboratory to perform the required tests. Therefore, the most cost effective way to meet these requirements is to contract with a firm who specializes in these activities.

DISCUSSION

At the beginning of the Multi-Modal project, Department of Public Works Project Administration staff ordered special inspection and materials testing using a blanket purchase order which had been awarded to Construction Testing and Engineering through an informal competitive bid process.

It is now clear, however, that the testing services required for Multi-Modal Transit Station will exceed the $50,000 limit of this blanket purchase order. In addition, the billing rates for inspection on the Multi-modal transit station are different since the project is a federal and state-funded "prevailing wage" project. Staff, therefore, requests the award of a separate contract specific to the unique requirements of the Multi-Modal Transit Station project.

Section 2.08.070(b) of the Sunnyvale Municipal Code exempts professional or specialized services from competitive bidding requirements.

FISCAL IMPACT

Total costs for the requested contract will not exceed $95,000. Funds are available in Capital Project #821534- Multi-Modal Administration.

RECOMMENDATION

It is recommended that Council award a one-year contract in an amount not to exceed $95,000 to Construction Testing Engineering, Inc., for laboratory testing services specific to the Multi-Modal Transit Station Project.
