Information Only - Report Regarding Grant Opportunities for Clean Air Vehicles

REPORT IN BRIEF

The purpose of this report is to advise Council that staff has applied for grant funding from the Bay Area Air Quality Management District (BAAQMD) for two clean-air projects. One project, the 2002 BAAQMD Vehicle Incentive Program (VIP), has the potential to provide $13,500 to offset the cost of three compressed natural gas vehicles. The second project, the Diesel Particulate Matter Retrofit Control Devices for Heavy-Duty Vehicles has the potential to provide $224,000 of grant funding to fully fund the installation of as many as 28 diesel matter particulate traps on City of Sunnyvale trucks. The BAAQMD does not require City Council approval for the application process of either project. Since the project application submittal deadline for each project was relatively short, Staff was not able to prepare individual informational reports to Council prior to the BAAQMD submittal deadlines.

If the grant applications are successful, Council approval will be required to secure grant funding. If Council does not approve grant funding, the City of Sunnyvale is under no obligation to accept the funds offered by BAAQMD.

BACKGROUND

Over the past several years, BAAQMD grants have helped to greatly offset the cost of the City of Sunnyvale Alternative Fuel Vehicle Program. Staff has secured grant funding to offset the cost of nearly forty alternative fuel vehicles and related fueling and charging facilities. If the grant applications are successful and if Council approves acceptance of funding, the City will benefit with the addition of three alternative fuel vehicles replacing gasoline powered vehicles, and with the installation of particulate traps on City of Sunnyvale diesel trucks.

EXISTING POLICY

This project is supported by the Air Quality Sub-element of the General Plan through Goal C, "Make a contribution towards improving regional air quality", and through Policy C.4, "reduce emissions from City of Sunnyvale fleet vehicles".

DISCUSSION

If Council approves the proposed grant funding, staff will proceed with the implementation of this project by replacing three gasoline-powered vehicles with three alternative fuel vehicles and by fully funding the installation of as many as 28 diesel matter particulate traps on City of Sunnyvale diesel trucks.

FISCAL IMPACT

The VIP grant has the potential of providing $13,500 of funding to supplement purchase of three alternative fuel vehicles – remaining funds required for the acquisitions are currently available in the adopted FY 2002/2003 Budget in the General Services Fund Fleet Sub-fund. The Diesel Particulate Matter Retrofit Control Devices for Heavy-Duty Vehicles has the potential to provide $224,000 of grant funding to fully fund installation of diesel matter particulate traps for as many as 28 City of Sunnyvale trucks.

PUBLIC CONTACT

If the grant applications are successful, Staff will generate a Report to Council requesting acceptance of funding. Public contact will be made through posting of the Council agenda on the City’s official notice bulletin board, posting of the agenda and report on the City’s web page, and having the report available in the Library and the City Clerk’s office.

ALTERNATIVES

  1. This report is provided as ‘information only’. Staff is not requesting Council action at this time.

RECOMMENDATION

Staff will recommend Council action when results of applications are returned from BAAQMD.
