Approval is requested for the award of a three-year contract to Degenkolb Associates of Oakland to provide "on call" structural engineering services relative to the Sunnyvale Town Center Parking Garage for the Department of Public Works Project Administration Division.

The Sunnyvale Town Center Parking Garage was constructed in 1979. The natural settling and age of this concrete structure has required periodic surveys and reports to keep City staff informed of its condition. For the past few years, the City has contracted with Degenkolb Associates through the issuance of one-year blanket purchase orders. In the past, Services have been performed as required, on a time and expenses basis.

Staff now recommends a longer term contract with an increased level of monitoring and engineering analysis of the Town Center Parking Garage due to the increased need for maintenance at the structure.  Expenditures at the recommended level require Council award of contract.

Degenkolb Associates has monitored and reported on the condition of the Town Center Parking Garage since initial construction, and the firm maintains complete chronological files. Public Works staff have been well satisfied with the quality of work produced by Degenkolb and recommends the award of a three-year contract.

Section 2.08.070(b) of the Sunnyvale Municipal Code exempts professional services from competitive bidding.

Services will continue to be performed only as required, on a time and expenses basis. Total cost for the three-year contract will not exceed $300,000. Funds are available in Capital Project No. 803100 - Town Center Parking Structure Maintenance.
