REPORT IN BRIEF
The methodology for setting the Control Point for the City Attorney was established on October 17, 1995, and was detailed in Report to Council #95-380.
Utilizing the methodology described above, the survey indicates that the new Control Point for the City Attorney be set at $167,442, which is a 7.5% increase in the Control Point.
However, the City Attorney is recommending a 6.0% adjustment to the Control Point, due to the current economy and to be consistent with the 6.0% increase recommended for the City Manager. This recommendation would require a one-time exception to the control point setting methodology previously adopted. For Fiscal Year 2003/2004 Control Point setting, we would return to the methodology adopted on October 17, 1995.
Attached is the resolution prepared by the City Attorney’s Office implementing the new Control Point of $165,106 for the City Attorney for Fiscal Year 2002/2003. This amount is the base salary control point only, and as with any other management classification control point, does not include the amount of the City's payment to PERS of the employee's 7.0% contribution, which is based on actual salary.
RECOMMENDATION
Increase the Control Point for the City Attorney by 6.0%, setting the new Control Point at $165,106, retroactive to June 23, 2002, and authorizing a one-time exception to the control point setting methodology previously adopted.
