Funding Request to Establish an Alternative Fuels BAAQMD VIP Program Project and Budget Modification Number 16 |

REPORT IN BRIEF |
|
Staff recently submitted an application to participate in a program offered by the Bay Area Air Quality Management District (BAAQMD). This program is entitled the Vehicle Incentive Program (VIP) and its purpose is to provide grant assistance for the purchase of alternative fuel vehicles. The VIP grant application and the request for $13,500 to help fund the acquisition of three alternative fuel vehicles was approved by BAAQMD. These three alternative fuel vehicles will replace existing gasoline powered vehicles that are scheduled for replacement. If Council accepts this grant funding, the acquisition of the subject vehicles will promote goals and policies contained in the Air Quality Sub-Element. Approval is also requested for Budget Modification Number 16 to appropriate grant revenue and associated expenditures to the a new project - Alternative Fuels FY 2002/2003 BAAQMD VIP Program project. Council should also be advised that the proposed VIP grant funding is separate from, and in addition to, the $238,500 of grant funding awarded to the City by the Valley Transportation Authority for alternative fuel vehicles/infrastructure improvements in 1999 and $57,500 from the 1999, 2000, and 2001 VIP grant process. |

BACKGROUND |
|
Staff submitted a grant application and a request for $13,500 to BAAQMD for their 2002 VIP program. The $13,500 will offset the ‘incremental’ or additional cost required for factory-equipped for alternative fuel equipment. The grant application was approved by BAAQMD and will allow the City to expand its current stock of alternative fuel vehicles. This project will improve air quality by replacing existing gasoline powered vehicles (due for replacement over the next 12 months) with "clean" fuel vehicles. Additionally, this project will further reduce the City’s dependence on expensive fossil fuel products. |

EXISTING POLICY |
|
This project is supported by the Air Quality Sub-element of the General Plan through Goal C, "Make a contribution towards improving regional air quality", and through Policy C.4, "reduce emissions from City of Sunnyvale fleet vehicles". |

DISCUSSION |
|
If Council approves the proposed grant funding, staff will proceed with the implementation of this project by replacing three gasoline-powered vehicles with three alternative fuel vehicles over the next several months. |

FISCAL IMPACT |
|
Approval of this agreement will benefit the City of Sunnyvale by providing $13,500 of funding to supplement purchase of three alternative fuel vehicles. The remaining funds required for the acquisitions are currently available in the Adopted FY 2002/2003 Budget in the General Services Fund Fleet Services Sub-Fund. However, the Adopted FY 2002/2003 Budget does not currently include the $13,500 in grant revenue and the associated expenditures. Therefore, staff is recommending approval of Budget Modification Number 16, as described below. |
