Award of Bid No. F0210-35 for Particulate Matter Traps for Twenty-Eight Heavy Duty Diesel Trucks (RTC#02-469)

REPORT IN BRIEF

Approval is requested for the award of a contract to Kurtt International Trucks of San Jose to furnish and install particulate matter traps for twenty-eight heavy duty diesel vehicles for the Department of Public Works Fleet Maintenance Division.

BACKGROUND

On October 10, 2002, the Bay Area Air Quality Management District (BAAQMD) awarded to the City of Sunnyvale a $224,000 grant to retrofit twenty-eight diesel powered trucks with diesel matter particulate traps through the PM10 Program-Filters for Public Agency Fleet. After researching all available products, staff has determined that the Englehard DPX system offers the best value to the City. This system meets all California Air Resources Board (CARB) criteria for reducing particulate matter by 85% or more, will not compromise vehicle performance, and meets the CARB 150,000-mile emissions durability requirement.

DISCUSSION

Specifications were developed by Purchasing and Fleet staff, and Invitation for Bids No. F0210-35 was distributed to interested suppliers through the DemandStar by Onvia public procurement network. Six firms requested bid documents.

The bid opened on November 6, 2002; only one bid was received. The sole bidder, Kurtt International Trucks, offered to furnish and install the particulate traps for $6,500 per vehicle, $1,500 per vehicle less than the amount allotted by BAAQMD. Staff, therefore, has determined that the bid pricing offered by Kurtt is reasonable and recommends award of contract to Kurtt International Trucks.

FISCAL IMPACT

Total cost for the project will be $199,178 which includes cost per vehicle, transportation, testing and sales tax plus a 10% contingency of $18,106 to allow for unanticipated field conditions. The entire cost of the program will be funded through a BAAQMD PM10 grant. Acceptance of the grant and establishment of the project is covered under a separate Report to Council.

RECOMMENDATION

It is recommended that Council award a contract to Kurtt International Trucks in an amount not to exceed $199,178 to furnish and install particulate matter traps on twenty-eight diesel trucks.
