SUBJECT: BOARD AND COMMISSION APPOINTMENTS FOR 2002- PHASE II FALL RECRUITMENT AND REQUEST TO EXTEND

REPORT IN BRIEF

On December 9, 2002, Council interviewed eleven applicants for 10 vacancies on City Boards and Commissions. Staff recommends Council make its appointments from the applicants listed below. Staff also recommends that Council extend the recruitment to develop a larger pool of applicants for the Heritage Preservation Commission, Arts Commission, and the Board of Building Code Appeals, and to fill any vacancies which may not be filled in this recruitment. The proposed schedule is outlined in Attachment A.

BACKGROUND

Staff conducted a widespread recruitment for citizens interested in serving on a City Board or Commission from September 10 through November 15, 2002. Efforts were enhanced by the production of a recruitment video and the video was shown on extensively on KSUN during the recruitment period. Staff's outreach efforts also included participation in the International Street Faire, Saturday Farmers Market on Murphy Street, advertisements in the both the San Jose Mercury News, and The Sun. Recruitment letters and flyers were mailed to local service clubs and businesses, and an announcement was made at each Council meeting during the recruitment period.

Approximately 50 applications were distributed to prospective candidates and 15 applications were submitted. According to the City Charter the Personnel Board is comprised of five members. Three of these members are direct Council appointments and two are by nomination of the employees in the Classified Service. The current vacancies are the two employee-nominated seats. Staff received two applications and 1,040 ballots were distributed to employees. Eighty-two ballots were returned to the City Clerk's Office and the results are:

You do not need to interview the Personnel Board candidates but will need to ratify their appointment by motion and majority vote.

Staff has verified that all of the following individuals meet the residency and voter registration requirements, as applicable.

DISCUSSION

The Heritage Preservation Commission has three vacancies and two applications were received. The Board of Building Code Appeals has two vacancies and one application was received. One application was received for the Arts Commission and the applicant withdrew her application prior to being interviewed. Staff is recommending extending the recruitment period to fill the remaining vacancies. Current vacancies, terms of appointments, and names of candidates are as follows:

FISCAL IMPACT

There is no fiscal impact as a result of this report.

PUBLIC CONTACT

The public was notified of the recruitment for Boards and Commissions applicants via newspaper advertisements, press releases, flyers, outreach at the International Street Faire and other community events, KSUN, and through civic and co-sponsored groups. Public contact was also made during the Public Announcements at City Council meetings.

ALTERNATIVES

  1. Make appointments from the candidates listed above. Should any vacancies remain, direct staff to include them in the extended recruitment schedule, which includes recruitment for the Heritage Preservation Commission, Arts Commission, and the Board of Building Code Appeals.
  2. Make appointments from the candidates listed above. Should any vacancies remain, direct staff to include them in the 2003 Phase I Spring Recruitment.
  3. Do not make appointments at this time. Include these vacancies in the 2003 Phase I Spring Recruitment.

RECOMMENDATION

Staff recommends alternative #1.
