Award of a Contract for Professional Engineering Services to Conduct a Traffic Impact Fee Study (F0209-25) |

REPORT IN BRIEF |
|
Approval is requested for the award of a contract to Hexagon Transportation Consultants, Inc., of San Jose for professional engineering services to conduct a Traffic Impact Fee Study for the Department of Public Works Traffic Engineering Division. The requested contract is supplemental to an existing contract with Hexagon relating to the preparation of a Transportation Strategic Program. |

BACKGROUND |
|
In 1999, Council awarded a contract to Optrans, Inc., in an amount not to exceed $181,000 to assist the Traffic Engineering Division in the preparation of a transportation revenue study (now referred to as the Transportation Strategic Program). This contract was subsequently assigned to Hexagon Transportation Consultants upon the dissolution of Optrans. Included in the Transportation Strategic Program is a recommendation to Council that a Traffic Impact Fee be implemented to assist in funding road improvements necessary to support new development. The requested contract provides the data and analysis necessary for Council to make an informed decision relative to the adoption of an Impact Fee Ordinance. |

DISCUSSION |
|
Hexagon's involvement in the development of the Transportation Strategic Program makes that firm uniquely qualified to perform the Traffic Impact Fee Study which is outside the scope of the original contract. Hexagon Transportation Consultants has the demonstrated ability to perform the required study, and the award of a supplemental contract to this firm will also provide continuity to the project process. Section 2.08.070(b) exempts contracts for professional or specialized services from the City's competitive bidding requirements. |

FISCAL IMPACT |
|
It is anticipated that the cost for the Traffic Impact Fee Study will not exceed $70,000. Funds are available in Special Projects #817100 - Citywide Traffic Deficiency Plan and #819880 - Revenue Sources for Major Transportation Projects Study. |

RECOMMENDATION |
|
It is recommended that Council award a contact to Hexagon Transportation Consultants, Inc., in an amount not to exceed $70,000 for professional engineering services to conduct a Traffic Impact Fee Study. |
