Policy C4.1 Maintain a diversity of commercial enterprises and industrial uses to sustain and bolster the local economy.

Policy C1.1 Recognize that the City is composed of residential, industrial and commercial neighborhoods, each with its own individual character; and allow change consistent with reinforcing positive neighborhood values.

SOCIO-ECONOMIC

GOAL 5.1B Maintain and establish policies that promote a strong economy which provides economic opportunities for all Sunnyvale residents within existing environmental, social, fiscal and land use constraints.

Policy 5.1B.2 Participate in partnerships with local industry/businesses in order to facilitate communication and address mutual concerns.

GOAL 5.1C Endeavor to maintain a balanced economic base that can resist downturns of any one economic sector.

  1. Tax Base: to retain and attract businesses which will provide a stable tax base to support City services.
  2. Jobs: to work with those agencies responsible for education and job training so as to better prepare our workforce for the future jobs of Silicon Valley.
  3. Office/Industrial Building Inventory: to support the development and rebuilding of industrial neighborhoods so as to have an appropriate mix of well-maintained Class A, B and C office/industrial space.

 

ECONOMIC PROSPERITY PROGRAM

Foster a prosperous community, a vibrant business environment, a diversified and broad tax base, and a downtown with vitality by:

  • developing strategies and supporting policies and practices to achieve economic diversity;
  • communicating the benefits of doing business in Sunnyvale and the importance of businesses to the community;
  • incorporating regional perspectives into local strategies so that decisions and programs add value to the business community;
  • undertaking redevelopment activities to meet objectives of the General Plan and other policy documents; and,
  • strategically retaining and attracting targeted business clusters to achieve economic diversity.

LAND USE & TRANSPORTATION

Policy N1.3 Support a full spectrum of conveniently located commercial, public, and quasi-public uses that add to the positive image of the City.

Policy N1.11 Recognize El Camino Real as a primary retail corridor with a mix of uses.

N1.11.1 Use the Precise Plan for El Camino Real to protect legitimate business interests, while providing sufficient buffer and protection for adjacent and nearby residential uses.

Policy N1.12 Permit more intense commercial and office development in the downtown, given its central location and accessibility to transit.

N1.12.1 Use the Downtown Specific Plan to facilitate the redevelopment of downtown.

Policy N1.13 Promote an attractive and functional commercial environment.

N1.13.2 Support convenient neighborhood commercial services that reduce automobile dependency and contribute positively to neighborhood character.
N1.13.3 Provide opportunities for and encourage neighborhood-serving commercial services in each residential neighborhood.
N1.13.4 Encourage the maintenance and revitalization of shopping centers.

Policy 5.1C.1 Support efforts to establish Sunnyvale's downtown area as a strong commercial center.

 

  1. Retail Services: to retain and attract businesses which provide a variety of needed retail services for our residents at locations which are convenient for them.
  2. Local Service Businesses: to preserve opportunity for profitable operation of those small local businesses which provide critical support services to other businesses and to our residents.

WATER RESOURCES

Goal 3.1E Maintain a financially stable water fund through a use based fee system that funds operation, captial improvements, infrastructure replacement and public education programs.

WASTEWATER MANAGEMENT

Goal 3.3 B Continue to operate and maintain the wastewater collection system so that all sewage and industrial wastes generated within the City are collected and conveyed under safe and sanitary conditions to the Water Pollution Control Plant.

 

  1. Infrastructure: to provide the public utilities, transportation facilities, and other physical infrastructure necessary to support a vibrant economy and a quality living environment.

HOUSING & COMMUNITY REVITALIZATION

Goal A: Foster the expansion of housing supply to provide greater opportunities for current and future residents within limits imposed by environmental, social, fiscal, and land use constraints.

Goal B: Move toward a local balance of jobs and housing.

Goal C: Ensure a high quality living and working environment.

Policy C.1 Continue efforts to balance the need for additional housing with other community values, such as preserving the character of established neighborhoods, high quality design, and promoting a sense of identity in each neighborhood.

Goal D: Maintain diversity in tenure, type, size, and location of housing to permit a range of individual choices for all current residents and those expected to become city residents.

 

  

  1. Housing Supply: to provide opportunities and incentives for construction of residences to house our growing population.

     

HOUSING & HUMAN SERVICES PROGRAM

Preserve and improve housing conditions for low and moderate income residents, support increased development of affordable housing, and ensure that human service needs in the community are identified and addressed consistent with City policies by:

  • Improving the physical condition of the City’s housing through housing improvement programs;
  • increasing the supply of safe, habitable, and affordable housing; and
  • coordinating the City’s outside group funding processes.

Goal E: Maintain and increase housing units affordable to households of all income levels and ages.

Policy E.2 Continue to use local, State, and federal financing programs to reduce the costs of construction, or costs to the resident, in order to make housing affordable to low and middle income families, seniors, and the disabled.

  1. Housing Affordability: to actively promote the provision and protection of housing which is affordable to households of low and middle income.

 

Policy C2.2 Encourage the development of ownership housing to maintain a majority of housing in the city for ownership choice.

  1. Homeownership: to encourage households to invest in the City and its neighborhoods through homeownership.

 

 

 

Policy C.2 Continue to encourage and assist property owners to maintain existing developments in a manner that is aesthetically pleasing, free from nuisances, and safe from hazards.

C.2.a Continue to offer technical assistance to homeowners to aid them in maintaining, upgrading and improving their property.

C.2.b Continue the rehabilitation loan program for single, multifamily and mobile homes.

C.2.c Continue the paint grant program to assist low-income homeowners.

Preserve and enhance the long term stability and viability of all City neighborhoods, including residential and non-residential by:

  • forming community partnerships and supporting neighborhood based goals and objectives;
  • assisting neighborhoods to create and maintain viable neighborhood associations;
  • educating citizens about City, county, and non-profit resources available to meet their needs; and,
  • achieving and ensuring compliance with property maintenance, building, and zoning requirements through a systematic process of education, assistance, and when necessary, progressive enforcement.
