Award of Request for Proposals #F0212-48 To Develop a Water System Vulnerability Assessment

REPORT IN BRIEF

Approval is requested for the award of a contract to the ARC3 Corporation of Billings, Montana, to develop a Water System Vulnerability Assessment and Emergency Operations Plan for the Department of Public Works Fields Services Division.

BACKGROUND

Following the events of September 11, 2002, the United States Environmental Protection Agency (USEPA) received a supplemental appropriation from Congress to improve the safety and security of the nation's water supply. A grant program was established to assist local water utilities in responding to the threat of terrorist attacks and to improve the security of water utility infrastructure and operations. Priority activities include:

  • Developing a Water System Vulnerability Assessment. This is the highest priority activity under the grant program, since it is the first step in understanding how and where a water utility can be damaged by a terrorist attack.
  • Developing an Emergency Operations Plan to deal with the threats identified in the Vulnerability Assessment.
  • Planning and designing projects to enhance the water utility's system security.

The City applied for and received a grant from USEPA to conduct the Vulnerability Assessment and to prepare the Emergency Operations Plan.

DISCUSSION

A Request for Proposals No. F0212-48 was prepared by Public Works and Purchasing staff and made available to sixteen Bay Area engineering/consulting firms. In addition, an advertisement was placed in the San Jose Mercury News to encourage minority business response. Proposals were publicly opened on January 29, 2003. Seven proposals were received.

After extensive review of the proposals and reference checks of the proposers, staff recommends acceptance of the proposal from ARC3 Corporation, as offering the best value for the City.

Funds are available in Special Project 823890, which is funded by a US EPA grant of $115,000.

RECOMMENDATION

It is recommended that Council award a contract in an amount not to exceed $88,472 to ARC3 Corporation to develop a Water System Vulnerability Assessment and Emergency Operations Plan.
