Award of Request for Proposals #F0212-48 To Develop a Water System Vulnerability Assessment |

|
Approval is requested for the award of a contract to the ARC 3 Corporation of Billings, Montana, to develop a Water System Vulnerability Assessment and Emergency Operations Plan for the Department of Public Works Fields Services Division. |

BACKGROUND |
|
Following the events of September 11, 2002, the United States Environmental Protection Agency (USEPA) received a supplemental appropriation from Congress to improve the safety and security of the nation's water supply. A grant program was established to assist local water utilities in responding to the threat of terrorist attacks and to improve the security of water utility infrastructure and operations. Priority activities include:
The City applied for and received a grant from USEPA to conduct the Vulnerability Assessment and to prepare the Emergency Operations Plan. |

DISCUSSION |
|
A Request for Proposals No. F0212-48 was prepared by Public Works and Purchasing staff and made available to sixteen Bay Area engineering/consulting firms. In addition, an advertisement was placed in the San Jose Mercury News to encourage minority business response. Proposals were publicly opened on January 29, 2003. Seven proposals were received. |
