Award of Contract for Design and Construction Support Services for Baylands Park and Duane Avenue Water Main Replacement (#F0202-67)

REPORT IN BRIEF

Approval is requested for the award of a contract to Nolte Associates, Inc., of San Jose to provide design and construction support services for the Baylands Park and Duane Avenue Water Main Replacement Project for the Public Works Project Administration Division (Project #UW-02/01-03).

BACKGROUND

The Baylands Park and Duane Avenue Water Main Replacement Project includes two Infrastructure Projects scheduled for construction in FY 2002-03. At Baylands Park, frequent repairs to the existing main have been necessary due to corrosion caused by acidic soils. This project will replace 3,300 linear feet of existing 8" ductile iron pipe with 8" high-density polyethylene (HDPE) pipe. At Duane Avenue between Fair Oaks and Worley, the existing 6" water main is corroded and lacks sufficient capacity for current fire flow requirements. The project will replace 730 linear feet of existing 6" cast iron pipe with 8" corrosion resistant pipe.

DISCUSSION

In October 2002, the Department of Public Works Project Administration Section issued a Request for Proposals to provide professional engineering services for the preparation of plans and specifications for the Baylands Park and Duane Avenue Water Main Replacement Project. Proposals were received from four engineering firms:

Nolte Associates, Inc., of San Jose

BKF Engineers, Surveyors and Planners of San Jose

$74,000

Staff recommends awarding a contract to Nolte Associates, Inc., as the firm offering the best value to the City. Subsequent negotiations reduced their fee from $66,486 to $54,588.

Funds are available in the Infrastructure Renovation and Replacement Fund, Water Fund Assets Sub Fund. The funds are budgeted in Public Works Projects #823740 - Baylands Park Water Main Replacement and 822840 - Water Main Replacement Duane Avenue.

RECOMMENDATION

It is recommended that Council award a contract in an amount not to exceed $54,588 plus $8,000 for additional services as authorized, for a total of $62,588 to Nolte Associates, Inc., to provide design and construction support services for the Baylands Park and Duane Avenue Water Main Replacement Project.
