Award of Contract for Stormwater Discharge Permit Consulting Services (#F0201-60) |

|
Approval is requested for the award of a three (3) year contract to Kennedy/ Jenks Consultants of Palo Alto to provide stormwater discharge permit consulting services at the Water Pollution Control Plant (WPCP). |

BACKGROUND |
|
The City of Sunnyvale is required to develop and implement an enhanced stormwater control program for new and redevelopment projects within the City to meet NPDES stormwater discharge permit requirements. Provision C.3 of the permit requires both effective treatment of stormwater runoff and volume management to control erosion of creek beds, silt pollution generation and other impacts to local streams. Requirements are based on project size, with Group 1 projects creating one or more acres of new surface and Group 2 projects being of smaller (and yet undetermined) size. |

DISCUSSION |

A Request for Proposals to select a stormwater control program design guidance consultant was prepared by Department of Public Works/Environmental Services staff. The scope of services was divided into three phases: Phase 1 (FY 02-03) - Develop a draft interim compliance design guidance manual and interim GIS map for Group 1 projects Phase 2 (FY 03-04)- Complete a final interim compliance manual for Group 1 projects, review the City's Hydrograph Modifications Management Plan (HMP), and develop a draft compliance design guidance manual and final GIS map for Group 2 projects. Phase 3 (FY -04-05) - Complete a final compliance design guidance manual for Group 2 projects and provide technical assistance. The RFP was sent to fourteen Bay Area stormwater management consultants. Six proposals were received as follows: |

Proposals were reviewed by a team of six City staff. EnGeo, Schaaf and Wheeler and BKF were eliminated for failing to illustrate a good understanding of the project in their responses. The three remaining finalists (GeoSyntec, RBF and Kennedy/Jenks) were invited to make presentations to City staff. Geosyntec was eliminated because, although they had the lowest proposal cost, they did not appear to have the depth of experience and innovative staff ideas required for this project. Based on proposer presentations, reference input and a review of previous work done for the City by the remaining proposers, staff recommends awarding a contract to Kennedy/Jenks Consultants. Subsequent clarification of GIS map development scope resulted in a modification of the Kennedy/Jenks proposal price from $113,000 to $115,500. |

RECOMMENDATION |
|
It is recommend that Council award a three (3) year contract in an amount not to exceed $115,500 to Kennedy/Jenks Consultants to provide stormwater discharge permit consulting services. |
