Award of Bid No. F0201-50 for Sunnyvale-Saratoga Road and Wolfe Road Asphalt Concrete Overlay (RTC#03-086)

REPORT IN BRIEF

Approval is requested for the award of a contract to O.C. Jones and Sons, Inc., of Berkeley for the installation of asphalt concrete overlay on Sunnyvale-Saratoga and Wolfe Roads for the Department of Public Works Project Administration Division (Project #ST-02/02-03).

BACKGROUND

Sunnyvale-Saratoga Road (Homestead to Fremont) and Wolfe Road (Evelyn to Arques) are two of the street maintenance projects currently being constructed under the Measure B Street Rehabilitation Program. The Measure B funding for the Wolfe Road project comes combined with funds budgeted in the Pavement Operations Program.

At Sunnyvale-Saratoga Road, the work consists of milling the surface and installing 1-3/4" asphalt concrete overlay, including base repair and crack sealing. The work also includes reinstalling traffic loops, traffic striping, markers and bike lanes from Fremont Avenue to the Sunnyvale/Cupertino boundary north of Homestead Road.

At Wolfe Road, the work likewise consists of milling the surface and installing 1-3/4" asphalt concrete overlay, including base repair and crack sealing. The work also includes reinstalling traffic loops, traffic striping, markers and bike lanes from Evelyn Avenue to Arques Avenue.

DISCUSSION

Bid specifications were prepared by Public Works and Purchasing Staff. The Notice Inviting Bids was published in The Sun on January 15, 2003. The bid package was distributed to Bay Area Builders Exchanges and broadcast to potential contractors through the DemandStar by Onvia public procurement network. Thirty two contractors requested bid documents.

Sealed bids were publicly opened on February 5, 2003. Eight responsive bids were received.

Staff recommends acceptance of the bid from O.C. Jones & Sons, Inc., the lowest responsive and responsible bidder.

A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

Funds are available in Program 116 Pavement Operations ($256,363), and Capital Projects Fund - Measure B Sub-Fund. The Measure B monies are budgeted in Project #821820 - Measure B Sunnyvale-Saratoga, Homestead to Fremont ($694,893), and 823950 - Measure B Wolfe Road, Evelyn to Arques ($271,772).

RECOMMENDATION

It recommended that Council:

  1. Award a contract in the amount of $952,308 to O.C. Jones & Sons, Inc., for Sunnyvale-Saratoga and Wolfe Roads Asphalt Concrete Overlay; and
  2. Approve a contingency in the amount of $142,846.
