BOARD AND COMMISSION COMMENTS ON

NON-REFERRED QUALITY OF LIFE MEASURES AND OBJECTIVES

The Bicycle and Pedestrian Advisory Committee, Planning Commission and Housing and Human Services Commission addressed some measures and objectives that were not referred by the City Council. Each comment is listed below under the strategic priority, measure or objective that the specific action/motion refers too.

A traffic safety element (including bicycles and pedestrians) should be added to the Safe Community Strategic Priority. An additional question could be added to the external resident survey that would ask whether people feel safe on the sidewalks and riding a bicycle.

Support a high-quality educational experience for residents of all backgrounds, ages and academic ability, with equal opportunities and resources, emphasizing college preparatory, vocational training or other career choices.

Measure: Number of Sunnyvale youth completing NOVA job search workshops.

Measure: Number of collaborative activities implemented with local school districts.

An adult education component should be added to the High Quality Education Strategic Priority. In addition, the external resident survey should be used to determine citizen satisfaction with public and private elementary, middle and high schools within Sunnyvale.

Planning Commission

Include the percentage of people using the services and the percentage of students served.

Housing and Human Services Commission

Add "cultural and ethnic" to the description of High Quality Education so that it reads: "Support a high-quality educational experience for residents of all cultural and ethnic backgrounds, ages and academic ability, with equal opportunities and resources, emphasizing college preparatory, vocational training or other career choices".

Support a healthy, sustainable environment with ample open space where everyone enjoys clean air and water.

Measure: Regulatory standards for drinking water are met.

Measure: Solid waste diversion rate.

In the existing objective: "Maintain waste diversion levels" waste diversion levels should be increased, not simply maintained.

Bicycle and Pedestrian Advisory Committee

A measure which measures Sunnyvale's consumption of natural resources as compared to a global sustainability index should be added.

Maximize the efficiency and safety of all means of transportation to improve traffic flow and minimize travel times.

Add an objective which states "Improve citizens transportation choices by providing the right infrastructure." Measures for this objective would be: % of missing curb-cuts, % of missing sidewalks, % of arterial and collector streets with bicycle lanes.

Include a measure which looks at the time it takes to get to employment centers by transit.

Bicycle and Pedestrian Advisory Committee

Include a measure for the number of Sunnyvale businesses who offer transit incentives.

Include a measure of the number of people working in Sunnyvale vs. the total number of vehicles.

Bicycle and Pedestrian Advisory Committee

Include a measure that looks at the number of workers in Sunnyvale who use a mode other than single occupancy vehicles to get to work.

Measure: Citywide vehicle collision rate.

Measure: Number of bicycle and pedestrian accidents.

For the existing measure: "Number of Bicycle and pedestrian accidents", Bicycle and pedestrian accidents should be calculated by rate (per miles traveled).

Provide for a high quality diverse supply of housing, including a broad mix of types with ample ownership and rental opportunities for residents of all income levels.

Add a comma and the word "various" so that the description of Quality, Diverse, Affordable housing reads: "Provide for a high quality, diverse supply of housing, including a broad mix of types, with ample ownership and rental opportunities for residents of various income levels."

Include a measure of the jobs/housing ratio in the City as part of the Quality, Diverse, Affordable Housing Strategic Priority.

Measure: Number of City volunteers.

Measure: Number of board and commission members.

Measure the number of boards and commission vacancies and applicants instead of the number of Board and Commission members.

Planning Commission

Include individual volunteer hours.

Measure: The number of neighborhood/homeowner associations.

Change the measure "number of neighborhood/homeowner associations" to "number of neighborhood associations". In addition, add a measure of the average number of people attending each meeting.

Encourage and embrace a diverse, multi-cultural environment, supportive of entertainment, performing and fine arts.

Measure: Number of City-supported multi-cultural events

Measure: Number of people attending in City multi-cultural events.

Remove in the Community with Diverse, Cultural Opportunities the word "multi-cultural" and use only "cultural".

Bicycle and Pedestrian Advisory Committee

Include a measure for the annual number of hate crimes as part of the Community with Diverse Cultural Opportunities Strategic Priority.
