Award of Bid #F0202-68 for Traffic Signals at the Lawrence Station/Elko Intersection (RTC #03-110) |

|
Approval is requested for the award of a contract to Pacific Electric Company of San Jose for the installation of new traffic signals at the intersection of Lawrence Station Road at Elko Drive for the Department of Public Works Project Administration Division (Project #TR-00/05-02). |

BACKGROUND |
|||
|
In September 2000, staff conducted a traffic signal and all-way stop warrant study at the intersection of Lawrence Station Road at Elko Drive. This study was conducted at the request of citizens and businesses in the vicinity due to a pattern of right angle accidents at this location. The intersection met the required warrants for installation of either all-way stop signs or traffic signals. Staff then conducted a detailed queuing analysis and determined that the installation of all-way stop signs would cause a backup into Lawrence Expressway. As a result, staff determined that it would be safer and more beneficial to install traffic signals. Staff has been working with the County of Santa Clara to interconnect the two traffic signals to reduce delays and congestion as a result of installation of new traffic signals. |

DISCUSSION |

|
Bid specifications were prepared by Public Works and Purchasing staff. The Notice Inviting Bids was published in The Sun on February 19, 2003. The bid package was distributed to the Bay Area Builders Exchanges and broadcast to potential contractors through the DemandStar by Onvia public procurement network. Sixteen contractors requested bid documents. Sealed bids were publicly opened on March 12, 2003. Eight responsive bids were received. |
