Amendment of an Existing Contract for Construction Contract Compliance Inspection Services (#F0201-63) (RTC #03-111)

REPORT IN BRIEF

Approval is requested for a two-year extension of an existing contract with Consolidated Engineering Laboratories of Pleasanton for construction contract compliance inspection services for the Department of Public Works Project Administration Division.

BACKGROUND

In the past, the Department of Public Works has successfully supplemented its workforce by contracting with firms who provide temporary construction inspectors. This has proven to be the most efficient and cost-effective way to secure technically qualified staff on as "as-needed" basis.

At this time, the City has only three inspectors, one of which is a contract employee. The continuing redevelopment of Downtown Sunnyvale (and especially the Plaza Project, which will require extensive inspection), will require services in excess of existing City staffing levels.

Staff has determined that contracting for temporary inspectors continues to be advisable to avoid the expense of hiring full-time City staff who may not be needed beyond the conclusion of the current projects.

The existing contract with Consolidated Engineering Laboratories in an amount not to exceed $200,000 was awarded by Council on November 14, 2000 (RTC 00-380). On December 27, 2002, the contract was extended through May 31, 2003.

DISCUSSION

Section 2.08.070(b) of the Sunnyvale Municipal Code exempts professional services from competitive bidding. Staff has been well satisfied with the services provided by Consolidated Engineering Laboratories and recommends approval of a two-year extension of the existing contract.

The City is not committed to the full amount of this contract and can curtail expenditures at any time if budget reduction dictate a lesser need for these services.

FISCAL IMPACT

Total cost to the City for the two-year contract extension will not exceed $200,000, making a total contract not-to-exceed amount of $400,000. Funds are available in various Capital Project accounts.

RECOMMENDATION

It is recommended that Council authorize a two-year extension of an existing contract with Consolidated Engineering Laboratories in an amount not to exceed $200,000 for construction contract compliance inspection services.
