REPORT IN BRIEF

Approval is requested for a one-year extension of an existing contract with Peek Traffic-Signal Maintenance, Inc., of Santa Clara for traffic signal maintenance services for the Department of Public Works Traffic Engineering Division.

BACKGROUND

Peek Traffic-Signal Maintenance was selected to be the City's traffic signal maintenance service provider in 1998 as a result of a competitive proposal process. The contract was awarded by Council on April 21, 1998 (RTC #98-145), for a three-year period with an option to extend the contract for three additional one-year periods. The first one-year extension option was exercised on March 22, 2001, which extended the contract from April 1, 2001, through March 31, 2002. The second extension, dated May 1, 2002, extended the contract from April 1, 2002, to March 31, 2003.

DISCUSSION

Staff recommends exercising the final extension option which will extend the contract from April 1, 2003, through March 31, 2004. This will allow Traffic Engineering and Purchasing to complete a new Request for Proposals which is currently in process and will allow for the completion of ongoing traffic signal maintenance projects, including battery back-up installations and controller cabinet upgrades.

FISCAL IMPACT

Total estimated cost for regularly-scheduled maintenance services during the recommended one-year contract extension is $125,000. The annual cost for unplanned and emergency maintenance and repair is impossible to predict as it is usually tied to vehicular collisions. Funds are budgeted in Public Works Operating Program Activity #115451 - Operate and Maintain Signals and Infrastructure Project No. 820190 - Traffic Signal Underground Replacement. The funding source for both the activity and project is City General Fund.

RECOMMENDATION

It is recommended that Council authorize the amendment of an existing contract with Peek Traffic-Signal Maintenance, Inc., in substantially the same form as the attached draft, extending the contract by one year for traffic signal maintenance services.
