Acceptance of the Advanced Micro Devices (AMD) Grant for Grant Writing Assistance and Budget Modification No. 38

REPORT IN BRIEF

The Columbia Neighborhood Center (CNC) has received a $5,000 AMD grant for the CNC Facility Expansion capital project. The CNC anticipated receiving additional grant funds from AMD for the CNC Facility Expansion capital project of up to $50,000 and budgeted the grant revenue into the project.

In light of the uncertainty regarding the CNC Facility Expansion project, AMD has agreed to allow the $5,000 grant that has been awarded for the Expansion project to be used in other ways, subject to their approval. AMD has approved the use of $5,000 for FY 20O2/03 in support of grant writing assistance for the CNC. AMD will not be making further awards to the Expansion project at this time. Should the Expansion project continue at a future date, AMD has encouraged the CNC to re-apply for additional funding support.

Staff recommends that Council authorize Budget Modification No. 38 to accept the reallocation of the AMD grant into the CNC operating program.

BACKGROUND

AMD has been an ongoing supporter of the community in Sunnyvale and the CNC for over 6 years. In addition to contributing a third of the funds required to build the CNC, AMD has provided funding to the CNC through their grants to the community, including significant annual grants for the after school program ($55,000 in 2002/2003).

In the past, the CNC has applied to AMD’s grant program and received funding for services that have been budgeted into various capital projects, such as the Health Services project. For FY 2001/02, AMD planned to contribute funds to help support the construction of an additional wing to make space for current and future services at the CNC.

In light of the uncertainty regarding the CNC Facility Expansion project, AMD has agreed to allow the $5,000 awarded to the CNC for the Facility Expansion project to be used in other ways, subject to their approval. AMD has approved the use of their $5,000 grant for FY 20O2/03 in support of grant writing assistance for the CNC.

EXISTING POLICY

The following documents contain policy direction on this issue:

Legislative Action Policy 5G/H-6: Support efforts to improve and increase funding for mental health programs and services which would not negatively impact City budgets or revenues.

Socio-Economic Element B.2: Participate in partnerships with local industry/business in order to facilitate communication and address mutual concerns.

Socio-Economic Element G.2: Provide incentives, such as co-location privileges or rent subsidies, to attract private agencies to provide needed health and social services.

Socio-Economic Element H.11: Encourage the adequate provision of social services to Sunnyvale residents.

Socio-Economic Element J.2c: Actively pursue the cooperation of federal, state, county and other agencies to enhance the quality of availability of human services to citizens of Sunnyvale.

DISCUSSION

The CNC is proposing that the $5,000 AMD grant received for the Facility Expansion project be budgeted into the CNC operating program. AMD has approved the use of the grant for CNC grant writing assistance. The grant from AMD does not require matching funds. The scope of the work for the grant writer will be kept within the funds available through the grant, and will not require additional City funds.

The grant received will be used to fund a contract grant writer who will assist CNC staff in finding and applying for additional grant funds to support existing services. The CNC has many services that are provided in-kind by community agencies or through grant funding. Some of the services may be in jeopardy as agencies cope with their own budget cuts and difficult economic times.

To prevent a reduction of current services and increase the CNC’s base of supporters, the grant writer will assist staff in finding alternative funding sources. The grant writer will assist by researching potential funding sources, identifying sources that are compatible with the CNC’s goals, developing boilerplate materials to be used for grant applications, and preparing applications for submission to funders.

FISCAL IMPACT

Staff requests that Council authorize Budget Modification No. 38 to allocate the $5,000 AMD grant funding into the CNC operating program. In light of the uncertainty regarding the CNC Facility Expansion project, AMD has approved its recent award of $5,000 to be used for CNC grant writing support.

ALTERNATIVES

  1. Approve Budget Modification No. 38 to accept the allocation of the $5,000 AMD grant and direct staff to budget funds into the CNC operating program.
  2. Do not approve Budget Modification No. 38 and decline the allocation of the AMD grant in the amount of $5,000.

RECOMMENDATION
