CALL TO ORDER

Meeting called to order by Chair Nelson at 7:00 p.m.

  1. APPROVAL OF DRAFT MINUTES March 26, 2003
  2. Comm. Pathak made a motion to approve the Draft Minutes of March 26, 2003 with changes, and Comm. Rowan seconded. Motion carried 7-1. Comm. Silveira abstained.

  5. COMMISSION NEW BUSINESS

  1. Review and discuss Draft Action Plan.
  2. Ms. Yurutucu presented an overview of the Draft Action Plan and RTC. In her overview, she included the review and process followed for the Request for Proposals (RFP) for fair housing services. She included that staff from the cities of Mountain View, Palo Alto and Sunnyvale took part in the review for fair housing activities In part of the review staff decided to explore jointly, issuing an RFP for fair housing services and reached the goal of selecting a single fair housing service provider to work jointly for the three cities to better enhance the quality of services provided, as well as it being cost effective.

    She voiced that there were two agencies that submitted proposals. The process included posting the RFP on Sunnyvale's website, advertisement in several newspapers, staff held a pre-proposal meeting with the two agencies. After the final submission deadline, staff reviewed the proposals and developed an evaluation weighting criteria and interview questions. The next step was conducting of the interviews and review final of proposals. Staff filled out the evaluation-rating sheet and staff from the three cities, will recommend their selection to their individual councils.

    Ms. Yurutucu gave a brief overview of a successful case completed by Project Sentinel.

    Comm. Smith asked who the two agencies were who submitted proposals.

    Ms. Yurutucu responded Mid-Peninsula for Fair Housing and Project Sentinel.

    Comm. Smith thanked staff and voiced that on behalf of the commission, she acknowledged staff’s presentation and the process followed regarding the Request for Proposal (RFP) for Fair Housing and concurred with the efforts of staff.

    Ms. Yurutucu voiced that the recommendation regarding funding agency, Christian Church Homes, is also noted in the Action Plan. The funding in the form of loans of $1,450,000.00 for the acquisition of Plaza de las Flores for a preservation project that will provide permanent affordable senior housing. She further added that the project would preserve the affordability of 100 units from going to market rate.

    Ms. Yurutucu included that staff concurs with the recommendation that HHSC has made at this time regarding Emergency Housing Consortium’s proposal for "House Shelter and Services for Homeless and Runaway Youth"; stating that at this time the commission supports and would like an update on the progress of the project, but is not recommending nor committing to funding the project at this time.

    Comm. Smith asked if the descriptions of the rental inspections, in the excerpt of the CD Strategy in the Action Plan will be conducted citywide or only in the four specified action areas.

    Ms. Yurutucu responded that that activity has not yet been implemented or presented to Council for implementation.

    Comm. Smith asked staff why the amount for Catholic Charities Ombudsman is less then what the commission recommended.

    Ms. Yurutucu responded that the amount was calculated by what was awarded in 2002-03PY and the recommended increase by HHSC for 2003-04PY, and does not include what was additionally awarded in 2002-03PY for exceeding performance goals.

    Comm. Rowan made a motion that the commission reviewed, provided input and comments and approved the Draft Action plan. Comm. Smith seconded. Motion unanimous 8-0.

  3. Discuss finalized funding request from Mid-Peninsula - for Moulton Plaza/Homestead Park Apts.

Ms. Yurutucu presented an overview regarding the RTC for Moulton/Homestead Park Apartments. She voiced that Mid-Peninsula Housing Coalition is requesting additional funding in the amounts of $992,000 from Housing Funds for the construction of 66 units of new affordable rental housing and $400,000 of Community Development Block Grant (CDBG) for exterior rehabilitation of Moulton/Homestead Park Apartments.

She included that the project will provide permanent affordable housing for the next fifty-five years; and will be affordable to very low-income families whose annual gross income range from 30%-60% of median income for Santa Clara County.

Ms. Yurutucu voiced that the repayment of the $400,000 would be deferred for the first 13 years and repaid over the next 15 years at 3% simple interest and the $992,000 from the Housing Sub-fund would be deferred for the first 10 years, to be repaid over the next 25 years at 3% simple interest.

Comm. Iannotti voiced that the project had been funded previously, and asked what the funding was used for.

Ms. Yurutucu responded that the funding was used for the acquisition of the complex..

Ms. Yurutucu stated that the RTC will be on the city website on Friday, 4/25/03, and staff would email it to HHSC.

Comm. Richards made a motion to recommend that Council approve the additional funding of $1,392,000.00 for the Moulton Plaza/Homestead Park Apts. Comm. Rowan seconded. Motion unanimous 8-0.

  1. HOUSING OFFICER’S REPORT

Ms. Yurutucu presented an overview of the Community Development Block Grant (CDBG) week. She included that possibly next year the commission could host an event during CDBG week, which could possibly consist of a bus tour, breakfast or reception, with agency and community leaders.

HHSC was supportive of this idea and expressed interest in hosting an event.

  1. OPEN FORUM

Comm. Rowan voiced that the Columbia Neighborhood Health and Safety Fair is on May 10th, and encouraged the commission and staff to attend.

  1. REPORT ON COUNCIL MEETINGS

Comm. Silveira reported on the 4/22/03 meeting, that the utility rates would increase monthly by approximately $4.00.

    9.  ORAL COMMUNICATION

        A.  Housing & Human Services Commission

    Comm. Smith conveyed that she and Comm. Pathak attended the new commissioner training. She added that the training was well presented and helpful.

        B.  Staff

Ms. Yurutucu voiced that escrow closed last Thursday, 4/19/03, for the new Sunnyvale Community Services building.

Ms. Yurutucu voiced that staff is in the process of organizing a focus group meeting to assist in the formation of a County Fair Housing Task Force and that the focus group meeting is scheduled for Friday, May 30th at 9:00-noon. She encouraged any commission member who is interested or if they would like to invite a Sunnyvale resident to inform staff.
