Award of Bid No. F0202-65 for Two Fire Pumpers (RTC#03-158)

REPORT IN BRIEF

Approval is requested for the award of a contract to Hi-Tech Emergency Vehicle Service, Inc., of Oakdale for the purchase of two fire pumpers for the Department of Public Works Fleet Maintenance Division.

BACKGROUND

The requested apparatus are custom-built fire pumpers which will replace two Crown Pumpers (model years 1974 and 1981). Over the years, the City has operated several American LaFrance fire pumpers; and both the Department of Public Safety and Fleet Maintenance have been satisfied with the quality and performance of this equipment. The requested American LaFrance pumpers will enhance standardization within the City's fleet which will simplify maintenance and operator training requirements.

DISCUSSION

Bid specifications were prepared by Public Works and Purchasing staff. Invitation for Bids No. F0202-65 was distributed to firms known to provide fire pumpers of the required type.

Sealed bids were received and publicly opened on April 9, 2003. Only one bid was received.

Hi-Tech Emergency Vehicle Service, Inc.

Total Bid

$704,323

Staff determined that the bid received from Hi-Tech Emergency Vehicle Service, the sole bidder, was excessive; and as authorized by Section 2.08.120 of the Sunnyvale Municipal Code, the Purchasing Officer attempted to negotiate a more reasonable price. That attempt was successful, and the bidder agreed to reduce its price by $15,915 per pumper for an adjusted total bid price of $669,867 (includes tax, delivery and warranties).

Staff, therefore, recommends award of contract to Hi-Tech Emergency Vehicle Service, Inc.

FISCAL IMPACT
Total cost to the City will be $669,867 for two fire pumpers. Funds are available in Fleet Equipment Replacement Account No. 020700.

RECOMMENDATION
It is recommended that Council award a contract in the amount of $669,867 to Hi-Tech Emergency Vehicle Service, Inc., for two fire pumpers and authorize the Purchasing Officer to issue a Purchase Order to that effect.
