| SUBJECT: | Public Safety Training Software Acquisition and Budget Modification No. 42 |

It is recommended that the City Council approve Budget Modification No. 42, which appropriates funds received from the South Bay Regional Public Safety Training Consortium. The Department of Public Safety intends to use the funds to purchase specialized software to enhance the Fire Services Field Training Program. The total request is for $3,390 in funds, which has already been allocated to the City. |

BACKGROUND |
|
The Department of Public Safety is currently working to procure the Automated Observation Reports and Evaluation (ADORE) Field Training Software Program to enhance the field-training program for Police Services, and has been given an opportunity to add a Fire Services component to the project. This will allow training officers the ability to electronically track the training progress of recruits. It will provide accurate, reliable information to aide in the evaluation of the recruits as well as the quality of the training being provided. |

EXISTING POLICY |

Public Safety Element 4.1D.2-Provide effective and efficient management of Public Safety resources. 4.1E.1- Train and develop employees to meet state and local standards. Fire Services Sub-Element 4.2A.2- Provide training that is adequate for required duties. |

DISCUSSION |
|
The Department of Public Safety has received a new grant from the South Bay Regional Public Safety Training Consortium in the amount of $3,390. The Department intends to use these funds to purchase a Fire Services version of the ADORE Field Training Software Program, which is a computer based software package designed to enhance the training evaluation process. With the ADORE software, the training officer will be able to document training throughout the shift and save the information electronically in a standardized evaluation format. This saves considerable time, as the evaluation is written during the shift while the training is taking place, rather than at the end of the shift. The software program also provides comparison reports and other valuable data to assist in evaluating recruitment, hiring, and training practices. The software is used by 450 agencies in 48 states. |

The ADORE Field Training Software Programs & PDAs project is currently fully funded by a CLEEP grant of $36,999. This budget modification will add an additional $3,390 in project budget and corresponding revenue. The additional project funds will be used to purchase the Fire Services component of the ADORE Software Package. |
