Award of a Contract for Design and Construction Support Services for Oxidation Pond Improvements Phase 4 (#F0205-94)(RTC#03-168)

REPORT IN BRIEF

Approval is requested for the award of a contract to Olivia Chen Consultants, Inc., of San Francisco to provide design and construction support services for the Oxidation Pond Levee Improvements Phase 4 at the Water Pollution Control Plant for the Department of Public Works Project Administration Division (Project #UY-02/07-03).

BACKGROUND

The levee surrounding the oxidation pond at the Water Pollution Control Plant (WPCP) has insufficient freeboard due to erosion of the levee and the settling of the levee fill that was constructed on Bay mud soils. In addition, there are twenty-four (24) steel transfer tubes running through the levee that move partially treated wastewater from a distribution canal to the main pond. These transfer pipes are old and are structurally questionable.

The scope of this project will include the development of plans and specifications for the raising of the levee, observation and evaluation of the transfer tubes and if necessary, plans and specifications for their replacement or repair.

DISCUSSION

Request for Proposal specification were prepared by Public Works Staff, and an RFP for design and construction support services was sent to seven local engineering firms. Two proposals were received, from Earth Tech Inc., of San Jose, and Olivia Chen Consultants, Inc., of San Francisco. After review of both proposals by a panel of Project Administration and WPCP Staff, Olivia Chen Consultants was selected as the best value for the City, based on the best technical approach to complete the evaluation of the transfer tubes, greatest geotechnical expertise to recommend and design the levee improvements and an extensive knowledge of the WPCP and its process requirements.

FISCAL IMPACT

Project costs are follows:

Design and construction support services

$144,000

Optional services, at the discretion of the Director of Public Works, not-to-exceed

$15,000

Total cost, not-to-exceed

$159,000

Funds are available in the Utilities Fund - Sewer Sub-Fund, budgeted in Public Works Project #811700 - Oxidation Pond Levee Improvement.

RECOMMENDATION

It is recommended that Council:

  1. Award a contract in the amount of $144,000 to Olivia Chen Consultants for design and construction support services for the Oxidation Pond Levee Improvements Phase 4; and

Authorize optional services at the discretion of the Director of Public Works, not to exceed $15,000.
