Approval is requested for the award of a contract to Rosendin Electric, Inc., of San Jose to coordinate traffic signals on Mathilda Avenue, Fair Oaks Avenue and Wolfe Road (known as the Adaptive Traffic Signal Interconnect Project) for the Department of Public Works Project Administration Division (Project #TR-01/01-02). |

BACKGROUND |
||
|
In 1999, the City of Sunnyvale received a Transportation Fund for Clean Air (TFCA) grant to replace the traffic signal coordination system on Mathilda Avenue, Fair Oaks Avenue and Wolfe Road with a new computer-controlled system. The existing traffic signal coordination system on Mathilda Avenue and Wolfe Road was installed in the 1980s and can no longer be maintained. The manufacturer is no longer in business, and spare parts are difficult to find. Staff has chosen two systems to be implemented on these arterials, based on the different characteristics of the roadway, traffic using the system, and existing equipment. The new systems will vary coordination cycle lengths, based on existing traffic conditions, minimize delay to sidestreet traffic, and reduce congestion. This project includes the installation of the required traffic loop for the two systems to function, completion of intersection-to-intersection communications, and bringing all project intersection communications back to City Hall. |

DISCUSSION |

|
Bid specifications were prepared by Public Works and Purchasing staff. The Notice Inviting Bids was published in The Sun on April 9, 2003. The bid package was distributed to Bay Area Builders Exchanges and broadcast to potential contractors through the DemandStar by Onvia procurement network. Seven contractors requested bid documents. Sealed bids were publicly opened on April 23, 2003. Three responsive bids were received. |
