Award of Bid No. F0203-80 for Mary Avenue/Heatherstone Way Traffic Signal Modification (RTC#03-177)

REPORT IN BRIEF

Approval is requested for the award of a contract to W. Bradley Electric, Inc., of Novato for the Mary Avenue/Heatherstone Way Traffic Signal Modification Project for the Department of Public Works Project Administration Division (Project #TR-03/01-03).

BACKGROUND

The traffic signal at the intersection of Mary Avenue and Heatherstone Way was originally constructed in 1986 following a traffic signal warrant study. In 1991, the traffic signal was modified for interconnection of the traffic signals along Mary Avenue and for pedestrian safety improvements. At this time, several sections of the underground conduit system have become severely deteriorated, making replacement of damaged wiring impossible. The traffic signal poles are also showing signs of wear and are in need of replacement. As part of the requested contract, the traffic signal will be reconstructed using energy saving LEDs, new traffic signal poles, and City standard traffic signal control equipment.

DISCUSSION

Bid specifications were prepared by Public Works and Purchasing staff. The Notice Inviting Bids was published in The Sun on April 9, 2003. The bid package was distributed to Bay Area Builders Exchanges and broadcast to potential contractors through the DemandStar by Onvia procurement network. Eighteen contractors requested bid documents.

Sealed bids were publicly opened on April 30, 2003. Nine responsive bids were received.

Staff recommends acceptance of the bid from W. Bradley Electric, Inc., the lowest, responsive and responsible bidder.

A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

 RECOMMENDATION

It is recommended that Council:

  1. Award a contract to W. Bradley Electric, Inc., in substantially the same form as the attached draft and in the amount of $155,000, for the Mary Avenue/Heatherstone Way Traffic Signal Modification Project; and
  2. Approve a project contingency in the amount of $23,250.
